St. Charles County is seeking proposals from qualified firms to provide Construction Manager at Risk - Renovation of Corrections Facility. The County reserves the right to terminate the RFQ process for any reason at any time and post notification of such decision on the same website where this RFQ is posted. Check the County's website frequently for updates and any notifications that may be issued pertaining to this RFQ St. Charles County, Missouri, is hereby issuing this Request for Qualifications (RFQ) to solicit qualifications for a general contractor, to provide Construction Manager At-Risk (CMaR) services to manage the renovation of the St. Charles County Corrections Facility located at 301 N. 2nd St., St. Charles County, MO 63301. The County is seeking and inviting proposals from firms that are qualified, able, and willing to provide the services described herein to St. Charles County, Missouri ("County"). Inquiries All questions or clarifications concerning this RFQ must be submitted in writing via Email to: Kurt Mandernach, Purchasing Manager St. Charles County Government Finance Department 201 North Second Street St. Charles, Missouri 63301 kmandernach@sccmo.org The RFQ number and title shall be referenced in all correspondence. The County must receive all questions no later than 2:00 PM on 8/8/23. Any question received after this deadline may not be answered. Budget: The total project budget is $40 million, which includes all soft costs, furniture, fixtures, and equipment, as well as direct construction cost. This is generally subdivided into fifth floor improvements of $15 million, and third floor improvements of $25 million. The thirdfloor improvements are funded through the American Rescue Plan Act program which has specific requirements in both schedule and recordkeeping. 4. Project Schedule: Below are the current anticipated major activity dates for the project. Critical milestone dates are noted in RED. These are ARPA required deadline dates for committing funds under contracts and disbursing all payments. These deadlines are specifically tied to the third floor. The third-floor work cannot begin until the fifth floor is fully operational, therefore it is critical that the fifth-floor work is completed as expeditiously as possible. A. Preconstruction Services: The Pre-Construction Phase shall be deemed to commence upon the date specified in a Notice to Proceed with PreConstruction Phase Services issued by Owner and shall continue through completion of the Construction Documents and procurement of all major Subcontractor agreements. Offeror is not entitled to reimbursement for any costs incurred for Pre-Construction Phase Services performed before issuance of the Notice to Proceed. Pre-Construction Phase Services may overlap with Construction Phase Services.
