(1975), and rules and regulations promulgated pursuant thereto. The Owner reserves the right to reject any or all bids, to waive irregularities in the bids and bidding deemed to be in the best interests of the Owner, and to reject non-conforming, nonresponsive, or conditional bids. No Bidder may withdraw his bid within sixty days from the date set for receiving the bids.
