The Flandreau Santee Sioux Tribe (FSST) requests a statement of qualifications for Construction Management services to construct a new Restorative Justice Center. The FSST recognizes the need for a new Restorative Justice Center that provides various services all under one building. The project will consist of one new building that will combine all the tribal judicial, law enforcement and restorative justice needs. The size of the building is anticipated to be between 85,000 - 122,000 Gross Square Feet consisting of: - Secure Residential Living Pods - Clinic / wellness Suite - Tribal Courts / Legal Suites - Tribal Law Enforcement Suite - Building Support The construction cost of the building is roughly anticipated to be between $38,000,000 - $65,000,000 to be confirmed by the CM based upon the anticipated project schedule and affirmed design program. Located near the city of Flandreau, South Dakota on the lands of the Flandreau Santee Sioux Tribe, see attached site information. (The final bed count for the facility will be determined based upon analysis of Tribal regional bed needs.) The FSSTs intent is to have a CM selected, and Professional Services Agreement signed by the end of August 2023. The selected CM and the FSST will then work together to establish a master schedule for the project. Proposers shall provide one (1) original & (4) copies of their proposal, with all attachments and original signatures Submittals should not exceed 36 printed pages, excluding the front and back covers and section dividers, and be within a softbound document using 8.5" x 11" portrait format paper. In addition, the name and address of the proposer and the RFP title (that appears on the cover of this RFP) shall be on the outside of envelope or package. The project may include insulated concrete forms or precast tilt-up construction, concrete composites, masonry, CLT wood structure, glue-laminated wood construction, structural steel, rough and finish carpentry, mechanical and electrical systems, low voltage and security and radio / 911 systems, utilities, secure outdoor spaces and other site work including likely a new installed well, septic/drain field, utility connects to the street, hardscape and landscaping. It may also include items that will be directly tied to Net Zero design principles such as solar panels, solar tubes, geothermal heating/cooling, etc. It may also include items to meet the Clean Air Buildings challenge stated herein. The selected firm will act as the single provider of Construction Management services for this project. The total project budget is yet to be determined. A pre-construction phase will occur during the Summer/Fall 2023. The construction phase is expected to commence in the Fall of 2024, pending the finalization of the master schedule of the project and any pertinent BIA reviews.
