The Virginia HRA will accept separate bids for the furnishing of all labor, materials ,tools, equipment, and services necessary for the Site & Bldg Improvement Project. A certified check or bank draft, payable tothe order of the Virginia HRA, negotiable U.S. Government Bonds (at par value) or a satisfactory bid bond executed by the Bidder(s) and an acceptable surety, in the amount of five percent (5%) of the total bid,must be submitted with each bid. Successful bidders must furnish and pay for satisfactory performance and payment bonds, in the penal sum of the full amount of the contract awarded. The Virginia HRA reserves the right to reject any or all bids, to waive any informalities in the bidding and to award the contract to the lowest responsible bidder. Each bidder shall visit the site of the proposed work and fully acquaint himself with site conditions relating to construction and labor so that he may fully understand the sites, difficulties, and restrictions attending the execution of work under contract. A pre-bid walk through, as noted in the Advertisement to Bid, is mandatory and must be attended by a competent representative of the Prime Contractor. The failure or omission of any bidder to receive or examine any form, instrument, addenda or other documents, or to attend the mandatory pre-bid walk-through and acquaint himself with conditions there existing, shall in no way relieve any bidder from any obligation with respect to his bid or to the contract. The submission of a bid shall be taken as prima facia evidence of compliance with this section.
