The services performed by the contractor shall consist of furnishing all materials, labor, supervision, tools, parts and equipment necessary to provide maintenance services as described herein, including but not limited to, cleaning, inspection, adjustments, tests, parts replacement and repairs necessary to maintain the elevators and lifts specified for continuous use at their established capacity and efficiency, and for their intended purpose on a monthly basis (12 times per year). Man lifts, platform lifts, and wheelchair lifts shall be inspected quarterly (4 times per year). Safety testing shall be performed on an annual basis (1 time per year). All maintenance, adjustments, modifications, and other repairs must be performed as outlined, required and/or recommended by the American Practice for the Inspection of Elevators, Inspector's Manual ANSI/ASME A17.2 Safety Code for Existing Elevators and Escalators, ANSI/ASME A17.3, and in the latest addition of the American National Standard code for elevators and escalators, ASME A17.1, including all latest revisions and addenda, hereinafter referred to ANSI/ASME A17.1.2.3. The upgrading of equipment to meet changes in code requirements is not within the scope of this specification. Elevator modifications/modernization/replacements/repairs that are required will be performed by the contractor at an agreed upon amount prior to work being performed. The contractor shall submit a written proposal by email to the Facility Operations Department. Upon approval of the proposal by the Facilities Operations Department, a PO will be issued to the Contractor. In the event that the City and the contractor are unable to agree on an amount, the City reserves the right to obtain the required major repair, modification, modernization or replacement from another source consistent with the City's purchasing policy and procedures. Prior approval must be obtained before proceeding with any major repair and/or modification. Certified repairs/installation are required on all systems in which maintenance is performed. All work shall be performed by a licensed elevator mechanic with a minimum of five (5) years' experience or elevator repair person supervised by an experienced and licensed elevator mechanic. Work shall be performed Monday through Friday between the hours of 8:00 AM and 4:30 PM CST. Regular time call backs between the hours of 8:00 AM and 4:30 PM CST are included. Response time during regular working hours must be within one (1) hour for regular call and within thirty (30) minutes for passenger entrapments. Response time outside the regular working hours listed, Monday through Saturday and all of Sunday must be within two (2) hours for regular calls and within sixty (60) minutes for passenger entrapments. For service or repairs not covered under the Class A Complete Preventative Maintenance (regular hourly rate, overtime rate, emergency rate, emergency after hours rate, weekend rate and holiday rate) pricing shall be listed on the separate pricing response form. The intent of this bid solicitation is to establish a one (1) year initial contract term with the awarded contractor with the option to renew under the same terms and conditions for, four (4) additional one (1) year periods by written agreement of the parties. If it is in the best interest of the City, the City reserves the right to bid out any maintenance or repairs that are estimated to be $10,000.00 or greater. This provision does not void the contract for ongoing inspections, maintenance, or services as required by the Contractor under the agreement as a result of this bid for this service.
