Number: AC-HSIPG-G-3023(009)E Description: This project, located in Baltimore County, is for the construction of a portion of MD 139 (N. Charles Street), beginning at the Baltimore City line and extending in a northerly direction to just north of the MD 134 (Bellona Avenue) intersection for a total distance 0.908 miles. The project will also extend to the west along MD 134 (Bellona Avenue) from the intersection for a distance of 0.082 miles. The work will consist of the following: (a)Milling and resurfacing of the MD 139 roadway (northbound and southbound directions) from the Baltimore City line to the MD 134 intersection, milling and resurfacing of the MD 139 roadway in the southbound direction from the MD 134 intersection to approx. 650' north of the intersection and milling and resurfacing of the MD 134 roadway (eastbound and westbound directions) for approx. 350' to the west of the intersection. (b)Raising of the roadway profile along the west leg of the intersection (MD 134) to allow for a partially superelevated section along southbound MD 139 through the intersection. (c)Increased storage length (into the grassed median) for the left turn bay from southbound MD 139 to eastbound MD 134. (d)Traffic signal upgrades at MD 139 intersection with Stevenson Lane to include new mounted signs, signal heads and video detection. Traffic signal upgrades at MD 139 intersection with MD 134 to included new signal poles, mast arms, mounted signs, signal heads, video detection and pedestrian signal equipment. (e)Reconstruction of existing sidewalk ramps at MD 139 intersection with Charlesbrooke Road for full ADA compliance. Addition of sidewalk ramps at MD 139 intersection with Stevenson Lane for full ADA compliance. Addition of sidewalk ramp at northwest corner of MD 139 intersection with MD 134 for ADA compliance. (f)Reconstruction of existing commercial business entrances along northbound MD 139 between Stevenson Lane intersection and Canter Way intersection for full ADA compliance. (g)Replacement of existing damaged drainage inlets. (h)Cleaning of existing drainage structures and storm drain pipes located within SHA right-of-way. (i)Placement of riprap aprons at outfall located within SHA right-of-way. (j)Replacement of existing damaged sections of sidewalk. (k)Placement of a micro-bioretention facility along with existing drainage system upgrades to move water into and away from the proposed SWM facility at the northern limits of the project. (l) Full waterline reconstruction within the entire project limits along MD 139 and MD 134. Pre-Bid Conference: A Pre Bid Conference will not be held for this project. Minimum wage rates for each Project, if applicable, have been pre-determined by law and are set forth in the Invitation for Bids (IFB). Bids must only be made upon the latest electronic proposal forms (and attachments) that are furnished by the Administration. In accordance with State Finance and Procurement Title 13 of the Annotated Code of Maryland, no bid, performance or payment bonds are required for bids less than $100,000.00. However, bids $100,000.00 and above will not be considered unless a Bid Security is submitted as outlined in the Invitation for Bids. Bid Security shall equal at least five percent (5%) of the total amount bid. Also, the successful bidder will be required to supply Payment and Performance Bonds for all Contracts in excess of $100,000.00. The MDOT SHA reserves the right to reject any and all bids.
