The National Oceanic Atmospheric Administration (NOAA), National Ocean Service (NOS) has a requirement for Replacement of Two (2) Refrigeration Condenser/Evaporator Units at Hollings Marine Laboratory, Charleston SC. All services rendered shall be in accordance with the Statement of Work and Service Contract Act, Wage Determination No. 2015-4427 Rev 23, Date of Last Rev. 12/27/2022. Quotes shall be FOB destination. The Government will award a firm fixed price contract based on a best value/trade-off. Quote shall include all costs associated with each CLIN unless otherwise indicated on the vendor's quote. The associated NAICS code is 238220, Plumbing, Heating, and Air-Conditioning Contractors, with a size standard of $19.0M. Additionally, each offeror must provide the following information with the quote: The Request for Quote (RFQ) number; The Name, Address, Telephone Number, and DUNS Number of the Offeror; Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; Acknowledgment of Solicitation Amendments (SF-30), if any,; All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 11:00 A.M. Eastern on August 1, 2023; any award resulting from this RFQ will be made based on Technical Approach and Capability, Past Performance, and Price. Quotes must be submitted electronically via e-mail to scott.beliveau@noaa.gov . Telephone inquiries will not be honored. Site Visit Offerors are strongly encouraged to conduct a site visit to review all existing conditions affecting the requirements in this statement of work, and to familiarize themselves with site conditions for purposes of formulating quotes. It is the Contractor's responsibility to confirm existing conditions and evaluate requirements listed in the Statement of Work herein. Failure to determine existing conditions will not be considered a basis for granting additional compensation.
