The Navajo Nation Office of the Controller - Purchasing Department and the Navajo Division of Transportation (Navajo DOT) are soliciting proposals and sealed bids for Bid #23-07-3083LE, N36 Roadway Repair. Scope: Describe the companys capabilities to perform pavement repair, remove existing asphalt, subgrade repair, Aggregate Base Course placement, Asphalt Paving, Permanent Stripe, Traffic Control and other incidental items All proposals MUST have the Prospective Respondents name and contact information on the outside of the Sealed Proposal Packet and Proposal Cost (envelopes). If not included, it will be considered nonResponsive. Please submit an Original and three (3) copies of proposals. Prospective respondents Inquiry Timeline. All inquiries and questions will be answered prior to this date. Questions must be submitted in writing only. If needed, an Addendum will be issued to all vendors who requested for a copy of the RFP to ensure they all received the same information. No questions accepted after this date: August 4, 2023, at 5:00 p.m. Bid Opening of proposals and evaluations by the Review Panel Week of August 14, 2023 Award of Contract - It takes at least six to eight weeks to process a contract. By October, 2023 Late proposals will not be accepted. It is the responsibility of the respondent to ensure that the proposal arrives at the Navajo Division of Transportation - Department of Roads on or before the date/time specified The Navajo Division of Transportation (Navajo DOT) - Department of Roads reserves the right to reject any or all proposals and to waive informalities and minor irregularities in the proposals received. Vendor shall provide all manpower, equipment, materials and incidentals to complete a roadway repair project on Navajo Route N36 located Navajo in the Northern Navajo Agency near San Juan Chapter, NM. The project consists of two types of repair work: 1 - at 3 locations (4,7&9), mill existing asphalt and repave with 3" fresh Hot Mix Asphalt (HMA)and place Permanent Stripe. 2 - at three locations (5,6&8) removed existing failed pavement and Aggregate Base Course (ABC), repair subgrade failure by excavating and placing new subgrade material, place new ABC, pave with 3" Hot Mix Asphalt Pavement and place Permanent Stripe. ROADWAY RECONDITIONING: Sawcut and remove by milling existing failed hot mix asphalt and stockpiled at a location designated by the Department Manager. The existing aggregate base course shall be removed if necessary. Repair soft and unstable areas, subexcavate failed earth materials if necessary, shape to a uniform surface, recompact to 95% compaction. SUBGRADE STABILIZATION: The top 6" of the roadway shall be processed and compacted to 95% moisture and density, the profile grade shall be graded at 2% from centerline to shoulder. Aggregate Base Course (ABC): ABC (Type 1 inch Table 703-4) shall be used in areas where the grade needs to be raised to the existing typical section and compact to 95% compaction. Asphalt Concrete: Hot mix asphalt concrete shall be placed in a 3" lift over the entire exposed surface, good quality paving and compaction equipment shall be used. All work shall conform to Section 403 - Asphalt Concrete. Permanent Pavement Markings: The repaired sections shall be striped per Section 634 - Permanent Pavement Markings. Contractor surveying: A qualified survey firm shall profile existing routes and adjust grades to a uniform level surface. Grade staking i.e., blue tops shall be placed for the final grades in order to provide a smooth riding surface. All workmanship shall conform to FP-14 specifications. Traffic Control: contractor shall submit a traffic control plan for approval at least two weeks prior to construction. All traffic control shall conform to the Manual on Uniform Traffic Control Devices parts 6. All roads shall remain open to the traveling public at nights and on non-working days.
