The project will drastically reduce fugitive dust (PM10 and PM2.5 emissions) by paving seven existing dirt/gravel alley ways located within the City of Coalinga. Construction activities include construction surveying, clearing and grubbing, concrete removal and disposal, alley excavation and grading, forming and pouring of concrete valley gutter, curb and gutter, sidewalk, and alley approaches, placement of HMA pavement section, relocation of existing utility bollards, and adjustment of existing utility covers to finish grade. Engineers estimate is $588,740.00. This contract is funded with Congestion Mitigation and Air Quality (CMAQ) funds and the rate of wages for each craft or type of work or mechanic employed under this contract shall be as specified under the current determinations of the Department of Labor as required under the Davis-Bacon Act. Where a discrepancy exists between Federal and State prevailing wage rate, the higher of the two prevailing wage rates shall apply. All base bid work shall be completed within SIXTY (60) working days from the date of the Notice to Proceed (NTP). Only those who have purchased Plans and Specifications from the office of the Engineer will be considered eligible Prime Bidders. The City reserves the right, in its sole discretion, to reject any and all bids for any reason whatsoever, or to waive minor irregularities in any bid, and to accept any bid. The successful Bidder must possess or obtain a valid California Class "A" Contractor's prior to the scheduled award date of this contract. In accordance with California Public Contract Code Section 20103.5, when federal funds are involved in local agency contracts, no bid shall be invalidated by the failure of the bidder to be licensed in California at the time of bid opening. However, at the time of award, the selected contractor shall be properly licensed in accordance with the laws of the state Bidders are advised that, as required by federal law, the City of Coalinga is implementing the new Disadvantaged Business Enterprise requirements for Disadvantaged Business Enterprises (DBE). New DBE requirements are covered in the "Federal Requirements" of these Special Provisions. The DBE Goal Contract goal is twenty-three percent (23%). The agency may consider the DBE commitments of the 2nd and 3rd bidders when determining whether the low bidder made good faith efforts to meet the DBE goal. This project is subject to "Buy America" requirements of the Surface Transportation Assistance Act of 1982 and the Intermodal Surface Transportation Efficiency Act of 1991. No prime contractor or subcontractor may be listed on a bid proposal for a public works project (submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. No prime contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations Substitution of securities for any monies withheld by the City of Coalinga to ensure performance is allowed in accordance with the Public Contract Code Direct all questions for clarification of this Notice to Bidders to the Engineer in writing via Fax (559) 447-9074 or Email info@tricityengineering.com.
