Written comments and questions shall be submitted to Chet Kan, by email at chetk@ranchomirageca.gov, or by U.S. mail, by no later than 2:00 P.M. on TUESDAY, AUGUST 8, 2023. When submitted by mail, to City of Rancho Mirage, ATT: Chet Kan, 69825 Highway 111, Rancho Mirage, CA 92270. The work to be done consists of furnishing all materials, equipment, tools, labor, and incidentals as required by the Plans, Specifications and Contract Documents for the above-stated project. The general items of work to be done hereunder consists of applying a two-coat of retroreflective waterborne traffic stripes and pavement markings on various public streets in compliance with Sections 84 of the 2022 Caltrans Standards and these specifications, as well as all other appurtenant or related work as shown or referenced on the plans and detail drawings. Any contract entered into pursuant to this notice will incorporate certain provisions of the State Labor Code. Compliance with the prevailing rates of wages and apprenticeship employment standards established by the State Department of Industrial Relations will be required. In accordance with Labor Code Sections 1725.5 and 1771.1, no contractor or subcontractor shall be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code or engage in the performance of any contract for public work, unless currently registered and qualified to perform public work. No bidders will be discriminated against on the basis of race, denial of family and medical care leave, religious creed (including religious dress and grooming practices), color, national origin (including language use restrictions), ancestry, physical disability or mental disability (including HIV and Aids), medical condition (cancer and genetic characteristics), genetic information, military or veteran status, marital status, gender, gender identity, gender expression, sex (which includes pregnancy, childbirth, breastfeeding and medical conditions related to pregnancy, childbirth or breastfeeding), age or sexual orientation in any consideration leading to the award of contract. The contract documents call for monthly progress payments based upon the engineers' estimate of the percentage of work completed. The CITY will retain 5 percent of each progress payment as security for completion of the balance of the work. At the request and expense of the successful bidder, the City will pay the amounts retained upon compliance with the requirements of Public Contract Code, Part 5, Section 22300, and the provisions of the contract documents pertaining to Substitution of Securities. Bids must be prepared on the approved proposal forms in conformance with the Instructions to Bidders and submitted in a sealed envelope plainly marked on the outside "SEALED BID FOR CITYWIDE STRIPING CP 22-375 - DO NOT OPEN WITH REGULAR MAIL." City staff will not be available to respond to questions on the day of bid opening. The CITY reserves the right to reject any or all bids, to waive any irregularity, to accept any bid or portion thereof, and to take all bids under advisement for a period of sixty (60) days. At the time of contract award, the prime contractor shall possess a valid Class A contractor's license and/or a combination of Class "C" specialty contractor's license(s) sufficient to perform the work.
