The work includes, but is not limited to providing all equipment, materials, and labor to furnish, deliver and install a pedestrian ramp/sidewalk, pavement markings and signage, including the relocation of the electrical service and school zone flashing warning device on a new foundation. The above noted project shall be completed in accordance with the PennDOT Permit and regulations. The Contractor is responsible for maintenance and protection of traffic. Final questions are due no later than 1:00 p.m. July 28, 2023. A final addendum will be issued by 4:00 p.m. on July 31, 2023. All questions/clarifications must be submitted Electronically Each proposal shall be accompanied by a Bid Bond in the required form, certified check, bank cashier's check, or other security acceptable, to the Owner in the amount of 10% of the total Base Bid. Bids will be effective for 60 calendar days from the Bid opening date except as permitted by law, and may not be withdrawn during this period. Bidders must Bid on all items listed on the Bid Form. All Bidders are required to establish proof of competency and responsibility, in accordance with 67 PA Code Chapter 457, Regulations Governing Pre-qualification of Prospective Bidders and PennDOT Form 408/2020, as supplemented and amended, Section 102. Subcontractors must prequalify in the same manner, if listed in the proposal or if Bidder subsequently undertakes the partial or total construction of one or more items of work. All Bidders and Subcontractors must be PennDOT pre-qualified. This Project is subject to the Pennsylvania Prevailing Wage Act conditions. This Project is subject to the Federal Occupational Safety & Health Act of 1970 (OSHA) conditions. This Project is subject to Pennsylvania Act 287 of 1974, as amended by Act 172 of 1986, as amended by Act 38 of 1991, as amended by Act 187 of 1996. This project is subject to the Trade Practices Act of July 23, 1968, P.L. 686 (81 P.S. 773.101 et seq.) This Project is subject to the Public Works Employment Verification Act. This Contract is subject to Pennsylvania Human Relations Act 222 conditions. This Contract is subject to the non-discrimination in Employment/Contract Compliance Regulations Conditions. Upper Saucon Township reserves the right at its option to waive any informalities, irregularities, defects, errors or omissions in any or all of Bids and to accept or reject any or all parts of the Bids which in its judgment is in the best interest of the Upper Saucon Township. Bid Security - 10% of the Bid Price Performance Bond - 100% of the Contract Price Payment Bond - 100% of the Contract Price Maintenance Bond - 100% of the Contract Price for a period of 18 months must be accepted and approved prior to final payment. The Contractor shall begin work as indicated in the Notice to Proceed. He will be required to show that he has sufficient personnel and equipment to perform the work, and to complete the Contract within such time limit. When deemed necessary by the OWNER, the Contractor, at no additional cost to the OWNER, shall increase the size of his working force or work overtime in order to complete all work within the agreed upon time. In no case, however, will the Contractor be permitted to perform any of the work under this Contract on a weekend or legal holiday. The Contractor agrees to make every reasonable effort to avoid delays.
