The Issuing Office for the Bidding Documents is The EADS Group, Inc. (Engineer),15392 Route 322, Clarion, Pennsylvania 16214, telephone no. (814) 764-5050. Electronic format of the Contract Documents and Plans are complimentary from The EADS Group, Inc. To access the electronic format the bidder must have a valid email address and will require an internet connection. Bidders must obtain the Contract Documents and Plans (in either format)from The EADS Group, Inc. to be eligible to bid this project. A certified check or bank draft payable to the order of Rimersburg Borough Municipal Authority, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total of the Bid, shall be submitted with each bid. The Bidder shall include the fully completed Non-Collusion Affidavit and other required forms with the bid. The Rimersburg Borough Municipal Authority is utilizing federal funds for this project from a Clarion County Community Development Grant, and Clarion County has adopted a Minority and Women Business Enterprise program in accordance with Executive Orders 11625, 12138, and 12432. Moreover, the CONTRACTOR shall strive to meet the MBE goal of 5% and the WBE goal of 3% for contracts of $25,000 or more. MBE/WBE business concerns shall be afforded full opportunity to bid without discrimination. Davis-Bacon and Related Acts apply to this Project. Bids may be held by Rimersburg Borough Municipal Authority for up to 60 days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract. Rimersburg Borough Municipal Authority reserves the right to reject any or all bids, to waive any irregularities, or to negotiate contract amounts. The successful Bidder will be required to furnish satisfactory Performance and Labor and Material Payment and Maintenance Bonds. The successful Bidder will be required to fully complete all work within 150 consecutive calendar days from, and including, the date indicated by the Owner in their written Notice to Proceed. No pre-bid meeting will be held for this project. Bidders should contact Kyle Schwabenbauer at EADS group with any questions prior to the bid opening.
