This project involves the excavation and pouring of two separate cement footing building foundations at two different locations within the St. Charles County Parks system ("SCC"). One foundation will be poured at the Historic Daniel Boone Home at Lindenwood Park in Defiance, MO, and the other will be located at Oglesby Park in Foristell, MO. This project will consist of multiple phases including: (1) excavating trenches below frost line for concrete foundation footings at the Historic Daniel Boone Home and Oglesby Park based on plans provided by St. Charles County Parks Department. (2) Laying out and setting reinforcing bars ("rebar") into place as specified in provided plans. (3) Pouring concrete footings and foundations using concrete graded for a compressive strength greater than 4000 psi. (4) Backfilling the foundations. After the awarding of the bid, the Concrete and Foundation Contractor ("Contractor") shall be responsible for acquiring all necessary permits in order to lawfully and safely execute the contracted work. All materials utilized during the completion of this project shall be in accordance with the 2020 edition of the St. Charles County Standard Specifications for Arterial Highway Construction. Where conflicts may exist between the Job Specifications and the Standard Specifications, the Job Specifications will be applicable. The first phase of the project will involve the digging and excavation of trenches for pouring the foundation footings at both parks: The Historic Daniel Boone Home in Defiance, MO, and Oglesby Park in Foristell, MO. During the excavation process all Occupational Safety and Health Administration ("OSHA") standards shall be followed. The foundation trenches shall be dug as near to plan as possible, approximately 40 inches deep, at both locations, shall be wide enough to accommodate 26-inch footings and 18-inch foundation walls. Note, the work being conducted at the Historic Daniel Boone Home at Lindenwood Park will be done in close proximity to other historic structures. It shall be the responsibility of the Contractor to ensure all mitigating steps and procedures shall be in place to avoid damage to said structures. The second phase of the project will involve the laying out and placing of rebar throughout the foundation trenches. Rebar shall be placed in accordance with the provided plans. All rebar utilized in the foundations at both locations shall be Grade 40 or stronger. The third phase of the project will consist of pouring the concrete footers and foundation walls. The cement used at both locations shall be utilize a 6.5 cement sack mix to achieve a compressive strength grade of 4000psi or greater. The exterior foundation walls shall have a 3-inch shelf on the exterior side, starting 12-inches from the top of the foundation wall. See plans for details. The final phase of the project will require the Contractor to backfill the foundation. This shall include adding a 6" layer of 1" clean rock level across the entire crawl space for the Oglesby Park foundation per the plans provided. The proposal for this Contract shall be based upon the required payment by the Bidder for wages for each craft or type of workmen required to execute the Contract as determined by the Department of Labor and Industrial Relations of Missouri, pursuant to Sections 290.210 to 290.340, RSMo. For those projects with a total cost greater than $75,000.00, a schedule of such prevailing hourly rate of wages as determined by the Department of Labor and Industrial Relations of Missouri, pursuant to said statutory provisions and made a part of this Contract, Annual Wage order # 30, as of March 10, 2023, shall be used. All questions must be received no later than 3:00 PM on 7/27/2023. Any question received after this deadline may not be answered. Performance Bond- A 100% Performance and Payment Bond in favor of the Owner. The Security Co. representing Contractor must be authorized to do business in the State of Missouri and be approved by Owner. Bid Bond- A 5% deposit of the bid total, presented in the form of a cashier's check, Certified check, or bid bond, made payable to St. Charles County. The County reserves the right, in its sole discretion, to reject any and all bids, or parts of any bid, for any reason whatsoever and waive technicalities.
