As of August 22, 2023 this project has not yet been awarded. A timeline for award has not yet been established. The proposed improvement includes removal of existing playground and surfacing, concrete paving, curb, playground safety surfacing, underdrainage and all other appurtenant work and materials necessary to complete the project. An original bid bond (in the amount of 5% of the original bid amount) must be delivered to the City of Elgin Purchasing Department, 150 Dexter Court no later than 12:00 pm on August 2, 2023. The bid bond with surety satisfactory to the City, in either surety bond, cash, certified check, cashier's check, or bank money order on a solvent bank shall be made payable to the City of Elgin, Illinois. The sum shall be forfeited in the case the successful bidder fails to enter into a binding contract and provide a properly executed surety bond within 15 days after the date the contract is awarded by the City Council The bidder shall submit a list of qualified references for projects of similar size and scope of this project. Proposals withdrawn may not be re submitted at the same letting. Each bidder shall satisfy the City as to their ability, financially or otherwise, to carry out the work. The City of Elgin reserves the right to reject any and all bids and/or to waive any informality in any bids. The successful bidder shall be required to furnish a satisfactory contract bond to the City of Elgin by a surety company authorized to do business in the State of Illinois covering the full amount of the contract. The successful bidder shall pay prevailing wage, shall provide certified payrolls to the City for the duration of the project and comply with the Responsible Bidder's Ordinance and Elgin Residency Ordinance for the duration of the project. Minority business firms are encouraged to submit bids. Successful contract bidders are also encouraged to utilize minority businesses as sub-contractors for supplies, equipment, services, and construction. This project is being financed, in part, with funds from the Illinois Department of Natural Resources, "Open Space Lands Acquisition & Development" (OSLAD) grant program.
