Bidders are hereby notified that this project is subject to the PA Prevailing Wage Rate regulations, if the project bid exceeds $100,000 and Contractors will be required to pay no less than the prevailing wage as indicated within the schedules. The work consists of a single prime contract. Such construction project can generally be described as: 2023 ROAD IMPROVEMENTS CONTRACT NO. 23-1 (Single Prime Contract) The work areas sizes are approximately as follows and will need to be confirmed by the Contractor: First Street - 1050 lineal feet x 12 feet in width (12,600 SF / 1,400 SY) Park Street - 779 lineal feet x 12 feet in width (9,348 SF / 1,039 SY) Norwegian Street - 2395 lineal feet x 12 feet in width (28,740 SF / 3,194 SY) The work generally includes: 1.5" milling of bituminous material (12' wide cartway width) and the furnishing and placement of 1.5" (compacted in-place) of 9.5 mm bituminous materials. All materials and workmanship must meet PENNDOT Publication 408 Specifications and Standards. For the "2023 Road Improvements" project, the Bidders do not need to be PENNDOT prequalified. Any Bidder desiring to review the work areas should contact Bob Womer (570-640-5415) to arrange for a mutual date, time and place to meet and review the work scope. Requests for Bid Documents can be completed on-line , with the following information contained thereon: 1) Specific Bid Document(s) requested (Contract Name, Description, etc.), 2) Bidders name, complete street address and contact person, 3) Bidders telephone number, fax number and e-mail address. Bid package will be distributed electronically. Addenda, if any, will be issued only to those persons whose name and address are on record with the Design Professional as having obtained the Contract Documents. All Bids shall be irrevocable for a period of sixty (60) days after the bid opening date, for the purposes of reviewing the bids and investigating the qualifications of Bidders, prior to awarding the contract. All bids shall be accompanied by a ten (10%) percent bid guaranty, payable to the Borough of Mechanicsville. Bid security shall be in one of the following forms only: Certified check (drawn on a bank authorized to conduct business in the Commonwealth of Pennsylvania) or bid bond. Lack of bid guarantee may be cause for rejection of submitted bid. The successful Bidder will be required to furnish a Performance Bond and a Labor & Materials Payment Bond, each in the amount of 100% of the Contract price. A one-year Maintenance Bond (10%) shall also be required. Cost of bonds to be included in the Contractor's base bid. The Mechanicsville Borough reserves the right to reject any or all bids or to waive any technicalities and informalities in the bid for the best interest of the Mechanicsville Borough, and to consider the competency and responsibility of the Bidders in awarding the contract. Similarly, throughout the Contract Bidding Documents, any reference to the Contractor being responsible for furnishing the 9.5 mm bituminous materials, shall be changed to read the Borough of Mechanicsville will be responsible for purchasing the 9.5 mm bituminous materials through their COSTARS contract. The Contractor will be responsible to haul, deliver and place the 9.5 mm bituminous materials and any incidental work associated with the project.
