Provide all labor, materials, equipment, coordination, supervision, and subcontracts to Battelle on a firm fixed price basis to modify the Department of Energy owned and Battelle operated 3850 Building, lab spaces 119 and 121, per the plans and specifications. The Work includes, but is not limited to, the following: 1. Minor demolition of mechanical systems and architectural features in the spaces. Demolition of the building main electrical switchboard, 300kVA transformer, and the backup emergency power system along with electrical conductors feeding the spaces. 2. Install new door between labs 119 and 121. Patch, paint, and repair of walls and floors. 3. Salvage and raise the suspended acoustical tile ceiling and lighting to a minimum 15' above finished floor. 4. Install new 750 kVA transformer, feed conductors, main switchboard, panel, automatic transfer switch, PLC enclosures, and SCR cabinets. Install new circuits and receptacles. 5. Install new supply and exhaust ductwork, venturi valves, and controls in the spaces. 6. Install new chiller, chiller pumps, and heat exchanger. 7. Install gas cylinder cabinets, and exhausted enclosure. 8. Install framing assembly to support research equipment and associated gas piping, electrical conductors, and control cables. 9. Install additional exterior gas bottle storage infrastructure. 10. Modify Lab 119 and 121 to LAI. Inquiries: All inquiries shall be sent to: Christina.Ochs@pnnl.gov MANDATORY Contractor Qualification Requirements: Prime Contractor shall be pre-qualified prior to submitting bid; likewise, Subcontractors to a Prime Contractor performing work shall be prequalified prior to issuance of the NTP. Note - An Experience Modification Rate (EMR) of less than or equal to 0.9 for Prime Contractor (1.0 for Subcontractors) and no willful OSHA/State Labor & Industries Citations over the past three years is needed to meet the pre-qualification requirement. Basis of Award: Sealed Bid: Lowest Price, Technically Acceptable meeting the mandatory criteria stated. Duration/Completion: Project Complete ready for use, No Later Than, 2/12/2024. It is anticipated that the successful contractor will receive the Award on or around July 27, 2023. The amount of the bid guarantee shall be 20% percent of the bid price or $3,000,000, whichever is less. The Proposer shall furnish a bid guarantee in the form of a firm commitment, e.g., bid bond supported by good and sufficient surety or sureties acceptable to Battelle, postal money order, certified check, cashier's check, or irrevocable letter of credit. Battelle will return bid guarantees, other than bid bonds.
