SOLICITATION NARRATIVE The National Renewable Energy Laboratory (NREL) is a national laboratory owned by the U.S. Department of Energy (DOE). NREL is the only federal laboratory dedicated to research, development, commercialization, and deployment of renewable energy and energy efficiency technologies. NREL is managed and operated for DOE's Office of Energy Efficiency and Renewable Energy by The Alliance for Sustainable Energy (Alliance), the "M&O Contractor." Notices and Minimum Requirements This procurement is issued as a competitive solicitation, as a small business concern with a NAICS Code: 236220 A bidders list will not be shared publicly. Respondents to this solicitation will be given access to the project specification documents upon submission of the "Notice of Intent to Propose". This document is required to be submitted directly to the Subcontract Administrator - Darcy Montgomery darcy.montgomery@nrel.gov to gain access to the specifications and drawings for this project. No subcontract award will be made to any contractor not registered or in the process of registering with the System for Award Management (SAM). Offerors shall have a bona-fide office located within 100 miles of NREL's Flatirons Campus or shall be able to demonstrate their capability to perform in these areas: National Renewable Energy Laboratory (NREL) Flatirons Campus Laboratories and Offices 19001 W. 119th Avenue Arvada, CO 80007 Description of Work: The objective of this project is to construct energy storage system emulation and megawatt scale electric vehicle charging capabilities at the Flatirons Campus. An energy storage system emulation capability will provide the ability to test system-level scenarios of a high-power electric vehicle recharging station and its integration and operations with renewables and the power grid. The goal is to create power management conditions that represent those of multiple large capacity, high voltage batteries like those that may be found on future heavy-duty trucks, buses, and military vehicles. The scope of the project is the civil and electrical infrastructure required to support the equipment necessary to provide the megawatt scale charging research capability. NREL will purchase and install the hydrogen electrolyzer equipment as noted on the project drawings. Additional details are provided in the Statement of Work attached to this Notice.
