Aurora Municipal Airport (ARR) is a full-service corporate airport located in northeast Illinois, approximately eight miles west of downtown Aurora and 35 miles west of Chicago. As the second most populous city in Illinois, Aurora acts as the western anchor city for the East-West Tollway Research and Development Corridor. The Airport is owned and operated by the City of Aurora. ARR serves as a gateway to Chicago metropolitan area corporate businesses and provides access to a vibrant hub of commercial activity. The Airport is open 24 hours a day to serve travel needs. The Federal Aviation Administration (FAA) Air Traffic Control Tower provides for safer departures and arrivals: it is open 7 days a week. In 2022, the total aircraft operations at the Airport were approximately 76,650 operations. Additionally, ARR experiences frequent medical transport, police/law enforcement, and military training activity, proving a key resource for the local and regional community. The 6,501-foot primary Runway 9/27 is equipped to handle the entire corporate aviation fleet of aircraft. Runway 15/33 improves traffic moving during peak times or inclement weather, providing for safer landings and takeoffs at ARR. The Airport is served by two full service FBOs, J.A. Air Center and Revv Aviation. Aurora Municipal Airport offers flight training from both FBOs as well as Simply Fly and Gambit Aviation providing beginning flight instruction and high-performance flight training respectively. The Northrup Dispatch Academy is also located at ARR for those interested in becoming an FAA-Certified dispatcher. The Aurora Municipal Airport is home to Sky Haven of Aurora consisting of 192 private condominiums/hangars, Chicago Jet Group, Glass Simulator Center, Mid America Jet Works, Eclipse Aerospace and the ATS Group. This RFP is being issued to solicit proposal submittals from interested parties (Proposers/Respondents) who may be interested in leasing land to develop the one or both sites available. The Airport is issuing this RFP with the intent of entering into agreement(s) with individual developers for the development and management of Parcel A and or Parcel B. Detailed rates structures will be incorporated in the subsequent negotiation process with successful proposer(s). Respondents must submit one (1) original and five (5) copies of the proposal. In addition, the respondent shall include one (1) copy of the proposal in PDF format. The respondent must submit all documents in sealed envelopes or boxes Question Deadline - Inquiries and/or questions pertaining to the provisions and specifications of this proposal package shall be directed to the Director of Purchasing, in writing at PurchasingDL@aurora-il.org. Questions will be accepted until 12:00 pm, Tuesday, August 1, 2023. Questions will be answered via addendum and posted to the City's website at https://www.aurora-il.org/bids.aspx by 5:00 pm, Thursday, August 3, 2023. NO questions will be accepted or answered verbally. No questions will be accepted or answered after the August 1, 2023 12:00 pm cut-off date/time. It is the proposer's responsibility to check the website before submitting their Proposal. No pre-submittal conference will be held.
