Project Overview: The firing range serves as a crucial training and requalification facility for our officers. With approximately 8 firing lanes, the range currently has a gravel base and an earthen bank backstop positioned under a rising hill. The surrounding area is wooded, creating a challenging yet essential environment for our officers' practice. The entrance road is a gravel-based road that spans approximately 12 feet in width. It is situated along a wooded southern aspect. The road runs for 150 -200 ft. and drops approximately 59 ft. in elevation (slope of 29%) from the entrance gate to the range. However, both the firing range and the entrance road leading to it have been experiencing drainage problems that need to be rectified. The overflow from a drainage-holding pond, located approximately 100 yards north of the range, as well as an adjacent non-designed sediment pond, has been causing water accumulation and affecting the safety and functionality of the range. Additionally, the entrance road requires attention to mitigate drainage issues and ensure safe access. Project Scope: The scope of work for the selected contractor will include: 1. Drainage Improvement: Implementing effective drainage solutions to manage water flow and prevent accumulation and/or erosion on the firing range and along the entrance road. This may involve installing drain pipes, constructing new drainage channels, creating water bars or reverse grade dips to redirect water, and implementing erosion control measures to address the drainage issues effectively. 2. Surface Rework: Leveling and reworking the range's gravel base to ensure a safe and consistent surface. This will involve addressing any unevenness or erosion concerns and providing a suitable base layer for optimal training conditions. The county reserves the right to evaluate all submitted proposals and select a contractor based on factors such as cost, experience, and quality of proposal, following the procedures in the Virginia Public Procurement Act and the Scott County Public Procurement Ordinance. *The bid list for this project may be incomplete. The drainage issues result from overflow from a nearby drainage holding pond and a nondesigned sediment pond adjacent to the range. The goal is to prevent water accumulation on the range and redirect the overflow away from the area. This may involve installing drain pipes, constructing new drainage channels, and implementing effective erosion control measures. 2. Surface Rework: The current base of the firing range is composed of gravel, which needs to be leveled and reworked. We seek to improve the surface conditions by providing a suitable base layer and addressing any unevenness or erosion concerns. The rework should ensure a safe and consistent firing environment for our officers. Public Works Proposal Submission: Interested contractors are requested to submit their proposals containing the following information: 1. Company Profile: Provide a brief overview of your company, including experience in executing similar projects and relevant certifications (Virginia Class A, B, or C (as appropriate for amount of your quote) Contractor's license with a highway/heavy (H/H) classification). 2. Project Approach: Describe your proposed approach to addressing the drainage issues, installing drain pipes, and reworking the firing range surface. Highlight any innovative techniques or materials you plan to utilize. 3. Timeline: Provide an estimated timeline for completing the project, including key milestones. 4. Cost Breakdown: Present a comprehensive breakdown of costs, including labor, materials, equipment, and any other relevant expenses.
