The Smithsonian Institution is seeking offers to Construct and Install the PACU Replacement at the Submillimeter Array (SMA) Base Facility, located at Smithsonian Astrophysical Observatory, Submillimeter Array Facility, Maunakea Science Reserve, Hawaii. The Smithsonian currently estimates that the fixed price for the entire project will be over $4M. The Period of Performance for the Base Contract is 570 Calendar Days from the date of Notice to Proceed. PROJECT DESCRIPTION The Contractor shall furnish all supervision, labor, materials and equipment needed to complete the work at the Smithsonian Institution's Submillimeter Array Facility located at the Maunakea Science Reserve, Hawaii, as set forth on the Drawings for SF Project No: 1883701 sheets l through 63 and in these specifications, both dated March 2023. The Work includes, but is not limited to: Removal of existing HVAC equipment, including Package Air Conditioning Unit (PACU), outside air supply fans, space exhaust fans, ducts, ductless split systems, dampers, sensors, and controls Removal of existing electrical power supply for the above equipment, Removal of miscellaneous lighting fixtures Removal of existing clean agent fire suppression system, including cylinders, piping, and controls Removal of existing fire alarm equipment, including detectors, annunciators, and controls. Provision of: new custom factory fabricated Air Handling Unit (AHU); two new chillers with integral pumps and hydronic equipment; new VAV terminal units and motorized dampers, two new outside air supply fans with duct-mounted electric heating coils; one new direct expansion Fan Coil Unit (FCU); one new Variable Refrigerant Flow (VRF) system with four indoor units; one new and complete Direct Digital Control (DDC) system; new dampers and controls to integrate with the clean agent fire suppression system; revisions to existing ducts and equipment; and all material and appurtenances to support the aforementioned work New equipment and revisions to existing electrical equipment to provide electrical service to the above equipment New clean agent fire suppression system, including cylinders, piping, and controls New Fire Alarm (FA) system, including space-mounted smoke and heat detectors, air sampling smoke detectors, annunciators, and controllers Removal of existing and reinstallation of existing ceiling tiles and grid; patching of existing walls; painting of new exterior equipment; new structural steel supports; and other architectural and structural work in support of the above equipment. Critical Elements of the Work: The successful Contractor shall be fully qualified to install critical elements of the Work. Upon request of the Contracting Officer, s shall submit a statement of qualifications to address the following critical elements of the Work: Installation, connection and commissioning of proposed HVAC system. The facility will remain in operation for the duration of the project. Project shall include the provision of temporary HVAC for all spaces by using some new equipment in temporary locations and temporary relocation of some existing equipment. Cultural aspects of the site dictate limits acceptable arrangement of exterior equipment. The indicated exterior equipment arrangement and locations shall be strictly adhered to. Facility shall have continuous electrical power throughout operation. Electrical power shutdowns to be limited to agreed upon durations. Installation of the new fire suppression system shall be phased. The control panel and detection systems shall be installed in their final location, as they don't conflict with the existing. Initially some of the new suppression cylinders shall be installed in a temporary location and system commissioned and tested, after which the existing system can be demolished. A second phase shall have the remainder of the cylinders and all of the piping installed. Cylinders that were temporarily installed elsewhere shall then be installed in the storge room. A final test shall be performed. During construction of the new FA alarm, the existing FA system shall remain in place and operational to preserve life safety. The existing FA system shall not be demolished until the new FA system has been installed and provides sufficient coverage for life safety. PRE-BID SITE VISIT The Pre-proposal meeting is scheduled for Tuesday, August 15, 2023 at 9 AM Hawaii Standard Time. QUESTIONS/CLARIFICATIONS It is desired that all questions/clarifications be sent in, sequentially numbered for example first questions 1, 2, 3, second set of questions 4, 5, 6, etc. in word format to ChanVC@si.edu. It is requested that all questions be sent in not later than August 18, 2023, at 5PM EST. PROPOSAL DUE DATE The Proposal Due Date is Thursday, August 31, 2023, at 5:00 PM Eastern Standard Time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
