The Issuing Office for the Bidding Documents is the Board of Contract and Supply Office via the "Avalon ". The Contract Documents may be viewed and ordered through the Avalon website at: www.avalonutica-planroom.com in the "Public Bid" section. If you do not have internet access or have questions on ordering from the site, please contact Avalon Document Services at (315) 471-3333. A non-refundable fee made payable to Avalon Document Services will be required to obtain an electronic version of the Project Manual and Plan Sheets (Contract Documents). Cash payments will not be accepted. Only official plan-holders are eligible to bid on the project. Sealed bids shall be accompanied by a five percent (5%) bid security in the form described in the Instruction to Bidders, and shall include all the required bid forms, affidavits and statements. No contractor will discriminate against any employee or applicant for employment because of race, religion, sex, or national origin. As stated in the Federal Guidelines the City of Utica is requiring a 10% MBE. goal and a 5% WBE goal. it will be requested that, as a goal. 60% of all new positionscreated as a result of this contract be filled by residents of the City and that 10% of the 60% be minority individuals. A goal of 6.9% female participation is expected, You will also be required to make affirmative efforts to use businesses located in Utica or owned by City residents. substantially completed by November I, 2023 and Final completion by November 30, 2023.
