The City of St. Charles, Missouri is accepting bids from qualified landfill providers The contract is for work on-call and as-needed only Deadline for clarifying questions: July 19, 2023 3:00 PM The Citys Public Works Department is seeking sealed bids for the disposal of dewatered wastewater treatment sludge. The sludge is dewatered municipal wastewater sludge from the Citys Mississippi River Wastewater Treatment Facility (Permit No. MO-0058343) and Missouri River Wastewater Treatment Facility (Permit No. MO-0058351). The estimates of disposal are 5,600 wet tons per year from the Mississippi WWTF and 3,500 tons per year from the Missouri WWTF. These are only estimates and the City will only be responsible to pay for actual tons of sludge disposed of at the landfill. The initial term of the contract shall be January 1, 2024 through December 31, 2024. Thereafter, the City shall have four (4) one-year renewal options for calendar years 2025-2028 at the prices included on the Bid Form. The landfill must meet all federal, state and local requirements and certifications. The landfill must be able to provide certified dump tickets. The landfill shall provide a written statement, or proof (license, certificate, etc.), that the landfill is licensed to operate in it state of origin and can accept municipal wastewater sludge. The City will use the landfill services on a daily basis. The City is requesting unit prices (per wet ton) and will provide their own transportation of these materials. Any questions related to the IFB shall be submitted to Willie Hantack, Purchasing Manager, at william.hantack@stcharlescitymo.gov. In the event it is necessary to revise any portion of this IFB, addenda will be provided to all Vendors who received the original IFB via the City The submitting party acknowledges the right of the City to reject any or all bids and to waive informality or irregularity in any bid received and to award each item to different submitting parties or all items to a single submitter. In addition, the submitting party recognizes the right of the City to reject a bid if the submitterfails to furnish any required data required by the IFB, or if the bid is in any way incomplete or irregular. The City shall be the sole judge of compliance with the specifications and reserves the right to accept or reject any or all bids or parts thereof.
