NAVFAC Solicitation No.: N4008017R0006 NAVFAC Specification Project Order No.: 1739043/Acquisition No. 5978150 Title: Repair HVAC - Multiple Buildings - FY23 Location of the Work: Buildings 2077, 26100, 24193, 3240, 3255, 2074, 3314 and 3098, Marine Corps Base Quantico, VA 22134 Description of the Work: The contractor shall perform all work as necessary to complete the contract in a satisfactory and acceptable manner and adhere to all applicable federal, state, and local regulations. The Contractor shall provide all labor, material, equipment, transportation and supervision necessary to perform the Statement of Work (SOW) as follows: 1) CLIN 0001 - Base Bid - Building 2077 (Geiger Hall) Geiger Hall is an administrative building located on the main side of MCB Quantico, VA. Building 2077 is equipped with multiple different HVAC systems. This project includes an in-kind replacement of (3) Carrier DX Condenser's, the associated air handlers, hot water heating coils in the air handlers, refrigerant piping and insulation This project will require identifying and repairing any deficiencies with electrical, VFD(s), motor starters, DDC, piping, valves, dampers. This project shall include ductwork alterations for new equipment connections. 2) CLIN 0002 - Base Bid - Building 26100 (MC Reserve Training Center) Building 26100 is equipped with (1) air cooled DX system. This project shall consist of an in-kind replacement of the existing DX system, identifying and repairing/replacing any deficiencies with electrical, VFD(s), DDC, piping, valves, dampers, ductwork supply/return connections and transitions. 3) CLIN 0003 - Base Bid - Building 24193 (Gonzalez Hall) Gonzalez Hall is an administrative building located on the west side of MCB Quantico, VA at TBS. Building 24193 is equipped with (1) air cooled chiller. This project shall consist of identifying and repairing any existing issues with the chiller, electrical, VFD(s), motor starters, DDC, piping, valves, and pumps. 4) CLIN 0004 - Temporary HVAC Provide temporary HVAC where the existing system is non-operational during the contract period until repairs are complete and system operation is restored. 5) CLIN 0005 - Base Bid - TAB and DALT Provide complete Testing and Balancing (TAB) of all air distribution systems and HVAC equipment, including both Season 1 and Season 2 TAB for peak heating and cooling. Perform duct air-leak (DALT) testing as well. Additionally, prior to commencement of construction activities, perform DALT on all existing ductwork and report to the Government any deficiencies that are found. All air and hydronic distribution systems shall be pre-tested / pre-TAB'd for adequate, efficient, and functional operation. 6) CLIN 0006 - Option Bid - Building 3240 Building 3240 is a training/storage warehouse for scuba gear, located on the main side of MCB Quantico, VA. Building 3240 is equipped with a packaged heat pump unit. This project shall consist of an in-kind replacement of the existing Trane packaged unit, identifying and repairing any electrical, DDC, dampers or ductwork issues associated with the Trane package unit. 7) CLIN 0007 - Option Bid - Building 3255 Building 3255 is an administrative building located on the main side of MCB Quantico, VA. Building 3255 is equipped with (2) water cooled chillers. This project shall consist of identifying and repairing any issues with the existing air handlers, VAV's, electrical, VFD(s), motor starters, DDC, valves and dampers. 8) CLIN 0008 - Option Bid - Building 2074 (Pruitt Hall) Pruitt Hall is an Enlisted living quarters (Barracks) located on the main side of MCB Quantico, VA. Building 2074 is equipped with a Trane air cooled chiller. This project shall consist of an in-kind replacement of the existing chiller, identifying and repairing the deficiencies/ issues within the chilled water plant to include electrical, VFD(s), motor starters, DDC, piping, valves, dampers, air handler(s) and pumps. 9) CLIN 0009 - Option Bid - Building 3314 (CDC South) CDC South is a child development center located on the main side of MCB Quantico, VA. Building 3314 is equipped with (1) water cooled chiller. This project shall consist of the replacement of the existing room temperature sensors and replacing with room sensors that read and display room temperature & humidity percentage, assessing the chilled water plant, identifying and repairing any deficiencies and/or issues with the electrical, VFD(s), motor starters, DDC, piping, valves, pumps. The existing building controls shall be updated to accommodate new room sensors. 10)CLIN 0010 - Option Bid - Building 3098 Building 3098 is an administrative building located near the airfield on the main side of MCB Quantico, VA. Building 3098 is equipped with a water sourced heat pump HVAC system that has outdated indoor equipment and recently replaced outdoor dry-cooler. This project shall consist of assessing and repairing/replacing all inoperable indoor water sourced heat pumps, identifying and repairing dry-cooler issues, identifying and repairing any electrical, piping, pumps, valve, damper, ductwork, DDC/BAS issues and/or deficiencies. 11)CLIN 00011- Option Bid - Temporary HVAC Provide temporary HVAC where the existing system is non-operational during the contract period until repairs are complete and system operation is restored. 12)CLIN 0012 - Option Bid - Provide TAB and DALT Provide complete Testing and Balancing (TAB) of all air distribution systems and HVAC equipment, including both Season 1 and Season 2 TAB for peak heating and cooling. Perform duct air-leak (DALT) testing as well. Estimated Budget Amount or Price Range: In accordance with DFAR 236.204 Disclosure of the Magnitude of Construction Projects, the magnitude of construction for this project is between $1,000,000 and $5,000,000. NAICS CODE: 236220 - Commercial and Institutional Building Construction Time for Completion: In accordance with FAR 52.211-10 Commencement, Prosecution, and Completion of Work, the Government desires completion of construction within 400 calendar days after award (includes 15 calendar days for submission and approval of bonds and insurance). Wage Determination: Department of Labor (DoL) General Decision Number VA20230162 06/02/2023 applies to this work (Attachment D). Should this wage determination be modified by DoL prior to award, the most current wage determination will be incorporated at the time of award. Liquidated Damages: In accordance with FAR 52.211-12 Liquidated Damages - Construction, Liquidated Damages will be assessed in the amount of $513.80 for each calendar day of delay. Bond Requirements: In accordance with NFAS 5252.228-9302 Bid Guarantee, each Offeror shall submit with its offer a guarantee bond (Standard Form 24) in a penal sum equal to at least 20 percent of the largest amount for which award can be made under the offer submitted, but in no case to exceed $3,000,000. In accordance with NFAS 5252.228-9305 Notice of Bonding Requirements, Performance and Payment Bonds are required from the awardee fifteen (15) calendar days after date of award. Proposal Acceptance Period: Proposal acceptance period shall be 180 days from receipt of offers. Site Visit: Site visit is scheduled for 1000 A.M., Wednesday, 19 July 2023. There will only be one Government sponsored site visit. Please plan accordingly to ensure a timely arrival as the processing time at the Visitor's Center may take 1 to 2 hours. Please meet in the Parking Lot at Building 2004 Barnett Ave, Quantico, VA 22134. Pre-Proposal Inquiries (PPIs): Offerors who determine that the technical and or contractual requirements of this RFP require clarification(s) in order to permit submittal of a responsive proposal shall submit all questions in writing.
