The City of Brecksville reserves the right to reject any and all bids, to waive any informalities or irregularities in the bids received and to accept any bids which it deems most favorable and to disregard all nonconforming, incomplete, or conditional bids or counter proposals; and to conduct investigations to assist in the evaluation of any bid so as to establish qualifications, responsibility, and financial ability of the contractor or sub-contractor to complete the work in accordance with the contract documents to the City's satisfaction within the prescribed time. All questions about the meaning or intent of the Contract Documents are to be directed to the Brecksville City Engineer, Gerald M.
