The general work covered by the Specifications for the Souris River Joint Water Resources District - StARR Demolition and Site Restoration, is the labor, tools, materials and equipment required for the demolition of 5 structures and 6 foundations on two properties and restoration of the properties. Copies of the documents are available for viewing at the following locations during normal business hours of 8:00 am to 4:30pm, Monday through Friday, excluding holidays: Ackerman-Estvold. All Bids must be submitted, and all work shall be done, in full and strict compliance with: 1. The Plans & Contract Documents for this project; 2. Any Special Conditions for this project; All Bids are to be submitted on the basis of cash payment for the Work and Materials, and are to be enclosed in a sealed envelope addressed to the undersigned Chairman, accompanied by a separate envelope containing a Bidder's Bond. Bid is accepted and the contract awarded to the Principal, the Principal, within ten days after notice of award, shall execute a Contract in accordance with the terms of the Bid and Performance and Payment Bonds as required by the law and the regulation and determinations of the Souris River Joint Board. Countersignature of a Bid Bond is not required. If a successful bidder does not execute a contract within the ten days allowed, the bidder's bond must be forfeited to the Souris River Joint Board and the project will be awarded to the next lowest responsible bidder. Bidders shall be licensed for the full amount of the Bid, as required by Sections 43-07-05 and 43-07-12 of the North Dakota Century Code. Also, a copy of the Bidder's Contractor's License or License Renewal must be included in the Bid Bond envelope. No Bid may be read or considered if it does not fully comply with the requirements of Section 48-01.2-06 of the North Dakota Century Code. Any deficient Bid received will be resealed and returned to the Bidder immediately. The Owner reserves the right to hold all Bids for 15 days, to reject any or all Bids and to waive any informality or irregularity in any Bid and to accept the BID deemed in the best interest of the Souris River Joint Board. There shall be endorsed upon the outside of the envelope containing the Bid, the following: 1. "Souris River Joint Water Resources District -StARR Demolition and Site Restoration" 2. The name of the person, firm, corporation, or joint venture submitting the Bid. 3. Acknowledgement of the Addenda. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by Engineer as having received the Bidding Documents. Questions received less than five days prior to the date for opening of Bids will not be answered. Only answers in the Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. 7.02 Addenda may be issued to clarify, correct, or change the Bidding Documents as deemed advisable by Owner or Engineer. Contractor shall complete all Work as specified or indicated in the Contract Documents.
