This is a request for quote for the remodel of rooms 115 and 117 at the USDA ARS Forage and Range Research Facility in Logan, UT. Please see the attached documents for more information including how and when to submit quotes along with site visit information. This is a total small business set-asid with a magnitude of between $25,000 and $100,000. All work shall be done in accordance with (IAW) the terms and conditions, drawings, statement of work (SOW) and other attachments set forth in the RFQ. Completion shall be 90 days after issuance of the notice to proceed (NTP). Dept. of Labor General Decision #UT20230082 dated 8/11/2023 is applicable to this contract. Provide all labor, materials, equipment, supplies, supervision, and transportation needed to complete a remodel/renovation for rooms 115 and 117 IAW the Statement of Work. Delivery: 90 Days After Notice to Proceed A single organized site visit has been scheduled for Thursday August 24, 2023 at 9:00 a.m. PST. For the site visit, we ask the following: The names of any visitors, and whether or not they are US citizens (if not, they should bring a passport) All visitors must not have had any avian contact for the preceding seven days prior to the visit. All visitors must be prepared to wear a mask at all times indoors, or outdoors when within 6 feet of any other person if local authorities issue a mandate. All individuals interested in attending the site visit should pre-register by emailing Kevin.Jensen@usda.gov and Michael.Sherlock@usda.gov no later than 1:00 p.m.PST Wednesday, August 23, 2023 with a list of names of attendees. This is necessary to ensure that the site is prepared for the number of visitors expected. Participants will meet at: USDA ARS Forage and Range Research 696 North 1100 East Logan, UT 84322 All questions pertaining to this solicitation, including questions that arise during the site visit, must be submitted to Michael.Sherlock@usda.gov 1:00 p.m. PST, Friday, August 25, 2023. Questions that are not submitted in writing or that are not submitted by this deadline above may not receive a response. Questions/answers discussed at the site visit will not be binding on the resultant contract unless submitted in writing and incorporated into the solicitation by amendment. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The United States Department of Agriculture (USDA) Agricultural Research Service (ARS) has a requirement for to remodel two rooms to a conference room and a break room at the Forage and Range Research Laboratory in Logan, UT. Construction under the contract will include moving a cinder block wall to create an expanded breakroom and remodeling the laboratory which includes moving an autoclave and plumbing it in, cabinetry, ceilings, lighting and electrical power. Area will also need to be cleaned/decontaminated of ethidium bromide. The Contractor shall provide all professional services necessary for the accomplishment of each project and such required services shall be in accordance with requirements as described herein. Background: Room 115 is currently a breakroom, and 117 is an adjoining lab. This project will remodel part of 117, including adding a wall, replacing cabinets, moving a sink and moving an autoclave. The existing cinder block dividing walls between 115 and 117 will be removed to expand 115 into a combination conference room/breakroom. The kitchen cabinets from the existing breakroom will be relocated and used again with a new countertop. Part of the room 115 remodel includes the decommissioning of a gel lab that has utilized ethidium bromide. Room 115 will be carpeted and will include a dropped ceiling and new dimmable lighting. A large TV (provided) will need to be mounted on the wall. Walls will need to be prepared and painted. The USDA ARS requires that all labor, supervision, tools, and materials be provided to remodel/renovation of rooms 115 and 117. All work shall be performed in accordance with the terms, conditions, drawings and specifications contained in this document.
