A Job Order Contract ("JOC") is an indefinite quantity contract pursuant to which the San Francisco Public Utilities Commission may accomplish a series of projects with a single, competitively bid contract awarded before the projects are identified. Contractors bid an adjustment factor to pre-set unit prices. Work is accomplished by issuing Task Orders to the successful contractor during the two-year term of the contract. The work is to be performed in San Joaquin, Stanislaus, and Tuolumne Counties, Hetch Hetchy. The Maximum Contract Amount is $5,000,000.00. The contract will be awarded to the responsible Bidder submitting the lowest responsive bid. Bid discounts may be applied as per San Francisco Administrative Code Chapter 14B. The Local Business Enterprise (LBE) subcontracting requirement is 16.00%. The LBE subcontracting requirement can only be met with certified San Francisco Micro and Small-LBEs and SFPUC Micro and Small-LBEs. Prime and Joint Venture level LBE participation cannot be counted towards meeting any of the LBE subcontracting requirement(s). LBE subcontractors must be certified with in the scope of work they are being listed to perform. All Bidders shall submit documented Good Faith efforts with their Bids as directed on Form 2B, except those who exceed the above-stated subcontracting requirement(s) by at least 35%. Refer to Attachment 6. Failure to comply with Chapter 14B requirements may result in a Bid being deemed non-responsive and ineligible for Contract award. Subcontracting opportunities may include, but not limited, to the following major types of work: Building/Moving/Demolition; Cathodic Protection; Concrete; Earthwork and Paving; Electrical; General Building Construction; General Engineering Construction, Lenel Systems Integration; Pipeline; Reinforcing Steel; and Trucking and Hauling. The specialized scope of work includes updating the security system with Lenel certified system integrators and raising power towers that require a C-10 licensed contractor with expertise in performing this type of work. Interested Bidders are encouraged to attend by remote means a teleconference pre-bid and contractor networking conference to be held.Attendance of remote attendees will be completed at the end of the pre-bid meeting. SFPUC will notify Bidders that have passed the Safety Prequalification prior to or on the date of Bid opening. In addition to an A-License, the prime bidder must have successfully completed work on three public works projects within the patten years, each project with a minimum construction value of $1,500,000. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing. The method of Contractor Selection has not been Determined at this time.
