Only the 8(a) Design-Build (DB)/Design-Bid-Build (DBB), Indefinite Delivery/Indefinite Quantity (IDIQ), Multiple Award Construction Contract (MACC) for Hampton Roads contract holders for contract numbers N4008523D0030/0031/0032/0033/0034/0035/0036/0037/0038 can provide a proposal in response to this project.****Description of the Work: P1137U constructs a low rise O2N2 Gas Shop addition to existing building SP-301 O2N2 Gas Shop and a Ground Support Equipment (GSE) Holding Shed on Naval Station Norfolk. The project scope is based on the requirements for Intermediate Level Maintenance facilities to help further resolve deficiencies for supporting the Navys CMV-22B aircraft. The project supports the transition plan for the carrier onboard delivery, to shift to the CMV-22B from their current airframe, C-2 Greyhound. The O2N2 Gas Shop must be significantly improved to accommodate the arrival of the CMV-22B aircraft. The O2N2 Gas Shop addition to building SP-301 must provide 2715 SF of additional O2N2 shop area to support total aircraft loading for both Naval Station Norfolk and Naval Air Station Oceana including the CMV-22B aircraft. The O2N2 Gas Shop addition will include areas for a converter and component shop and test lab, exterior open covered storage, office space, and supporting mechanical, electrical and telecommunication spaces. The structural system will include deep or special foundations, grade beams, load bearing reinforced concrete masonry walls, and structural slabs. The GSE Holding Shed must provide 3,500 SF of covered storage, enclosed on 3 sides, that provides lay down and power for a 5,000 PSI power cart, within the 3500 SF enclosure. Include a bid option to provide overhead coiling doors as part of the project, refer to 00 22 13.00 20 Supplementary Instruction to Offerors for additional information. The structural system will be a pre-engineered metal building or steel frame or load-bearing concrete masonry units. Estimated Budget Amount for Design and Constuction: Approximately $4,100,000 Time for Completion: In accordance with FAR 52.211-10 Commencement, Prosecution, and Completion of Work, the duration of this task order shall be 515 calendar days from date of award (includes 15 calendar days for submission and approval of bonds and insurance). Wage Determination: Department of Labor (DoL) General Decision Number VA20230160 01/13/2023 applies to this work (Attachment B). The wage determination version in effect at the time of award shall apply to the work performed under this contract. Liquidated Damages: In accordance with FAR 52.211-12 Liquidated Damages, if the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount of $696.28 for each calendar day of delay until the work is completed or accepted. Bond Requirements: In accordance with FAR 52.228-1, Bid Guarantees, each Offeror shall submit with its offer a guarantee bond (Standard Form 24) in a penal sum equal to at least 20 percent of the offer price or $3,000,000, whichever is less. The Offeror shall submit an electronic copy with the price proposal form and a hard copy of your bid bond must be submitted to the address listed in the title above, within three (3) days after the due date and time for receipt of proposals. Failure to submit a bid bond by the deadline will result in your proposal being removed from consideration. Performance and Payment Bonds are required from the contract task order awardee ten (10) calendar days after date of award. Proposal Acceptance Period: Proposal acceptance period shall be 120 days from receipt of offers. Pre-Proposal Inquiries (PPIs): Offerors who determine that the technical and or contractual requirements of this RFP require clarification(s) in order to permit submittal of a responsive proposal shall submit all questions in writing. All inquiries shall be submitted via email to Mary Ann Pool at mary.a.pool3.civ@us.navy.mil no later than, fourteen (14) calendar days prior to proposal due date. Additionally, all inquiries shall be submitted using the Pre-Proposal Inquiry (PPI) form (Attachment C). Do not submit the same inquiry more than once. Please verify that inquiries submitted by you on behalf of your subcontractors are not duplicates. A response will be published via an amendment by email to MACC holders. Site Visit: TBD. Inforamtion will be provided in amendment. Proposal Due Date: Thursday, 24 August 2023 at 02:00PM EST. LATE PROPOSALS WILL NOT BE ACCEPTED.
