Leon County is seeking the services of a qualified contractor for the construction of the St. Mark's Headwater Greenway - Phase II Project. The proposed project consists of Paved passenger parking area, natural surface overflow parking, three 12x12 pavilions, one 20x28 large pavilion, informational kiosks, ev car charging stations, restroom building, landscaping, stormwater facility, 6 miles of 12' nature trail, 600' of elevated boardwalk and playground. This project will require the use of a crane. The Contractor or sub-contractor must be prequalified by the Florida Department of Transportation (FDOT) for the work they are performing. The FDOT Prequalification Work Classes for this Project are Drainage, Electrical Work, Fencing, Flexible Paving, Grading, Landscaping, Minor Bridge, Pavement Markings, Roadway Signage, Sidewalk. Other Work Classes: Curbs, Driveways, Pile Driving, Rubble Riprap, Tree Removal, Tree Trimming, Underground Utilities (Water & Sewer), Underground Utilities (Electrical) & Utility Work. Prequalification documentation will be required prior to agreement execution. The proposed St. Marks Headwater Greenway - Phase II, Buck Lake Road Trailhead project is located in Section 26, Township 1 North, Range 2 East, in Leon County, Florida. The project limits are within the St. Marks Headwater Greenway located in the southwest quadrant of the intersection of Baum Road and Buck Lake Road as indicated in the construction plans. The scope of work to be performed under this bid will include construction of a paved access driveway, paved parking, pavilions with foundations, kiosk, pre-manufactured bathroom, electric vehicle charging station, underground electric, septic system, playground equipment installation, boardwalks, pre-manufactured bridge span, stormwater facilities, fencing, landscaping, irrigation, water line installation, trail clearing & grubbing and all associated improvements as shown on the construction plans. The project is anticipated to take 300 consecutive days. Question Submission Deadline August 1, 2023, 4:00 pm Bids shall be accompanied by a 5% bid guarantee which shall be a Bid Bond, Certified or Cashier's Check or Bank Draft (no cash, company, or personal checks will be accepted), made payable to the Board of County Commissioners, Leon County, Florida. Such check, bank draft, or bond shall be submitted with the understanding that the bonds will be held until award of bid. The County reserves the right to hold the Bid Guarantee until after a contract has been entered into or a purchase order has been executed. The accepted Bidders bid bond will be held until execution of the agreement and may be forfeited due to non- performance. The check or bond shall be submitted with the understanding that it shall guarantee that the Bidder will not withdraw his bid for a period of 90 days after the scheduled closing time for the receipt of bids. It shall also guarantee that the successful bidder will enter into a contract within ten (10) days after he has received notice of acceptance of his bid. In the event of withdrawal of bid, or failure to enter into and fully execute the contract within ten (10) days the contractor may be deemed in to be in default. In such an event, the contractor shall be liable to the County for the full amount of the default. A Combination Payment and Performance Bond in the amount of 100% of the estimated project cost shall be supplied by the Contractor at the time of Agreement execution. The County reserves the right to reject all bids when such rejection is in the best interest of the County. As of July 17, 2023, the approximate budget for this project is a 3.28 Million.
