This is a soliciation for a concret slab to support a containerize lab for the USDA ARS in Hilo, HI. Please see the attached documents for more information including when and how to respond. This is a total small business set-aside with a construction magnitude of between $25,000 and $100,000. All work shall be done in accordance with (IAW) the terms and conditions, drawings, statement of work (SOW) and other attachments set forth in the RFQ. IAW FAR 36.204 the estimated magnitude of this project is between $25,000 and $100,000. Completion shall be 90 days after issuance of the notice to proceed (NTP) Dept. of Labor General Decision #HI20230001 dated 7/28/2023 is applicable to this contract. 0Provide all labor, materials, equipment, supplies, supervision, and transportation needed to complete construction of a concrete slab. Delivery: 90 Days After Notice to Proceed B.1 QUOTE SCHEDULE In order to be considered responsive, a Quote must propose on all items in the quantities stated in the schedule. B.2 SCOPE OF WORK The USDA ARS requires that all labor, supervision, tools, and materials be provided to a concrete slab for a containerized lab. All work shall be performed in accordance with the terms, conditions, drawings and specifications contained in this document. B.3 SCHEDULE OF ITEMS CLIN # Description Price/Cost 0001 Concrete Slab $ B.4 PERIOD OF PERFORMANCE 90 calendar days after notice to proceed. B.5 ADDITIONAL QUOTER INFORMATION Quotes are to received no later than 1:00 p.m. Pacific Time, August 29, 2023. Quote must be in writing and emailed to: Michael.Sherlock@usda.gov. Late quotes after this deadline may be considered only if it is in the government's best interest and if it will not unduly delay award. Quote MUST BE ANNOTATED AS SUCH AND REFERENCE THE SOLICITATION NUMBER. (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors are urged and expected to inspect the site where the work will be performed. (b) There is no organized site visit for this project. Interested parties that desire a site visit may request one by emailing Michael.Sherlock@usda.gov with two or three time/day propositions. In the even you make a site visit, we ask the following: _ The names of any visitors, and whether or not they are US citizens (if not, they should bring a passport) _ All visitors must not have had any avian contact for the preceding seven days prior to the visit. _ All visitors must be prepared to wear a mask at all times indoors, or outdoors when within 6 feet of any other person if local authorities issue a mandate. All individuals attending the site visit have to pre-register by emailing Tracie.Matsumoto@usda.gov and Michael.Sherlock@usda.gov no later than day before the scheduled site visit with a list of names of attendees. This is necessary to ensure that the site is prepared for the number of visitors expected. (c) Participants will meet at: USDA ARS PBARC-DKI 64 Nowelo St Hilo, HI 96720 All questions pertaining to this solicitation, including questions that arise during the site visit, must be submitted to Michael.Sherlock@usda.gov 11:00 a.m. local (HT), Monday, August 21, 2023. Questions that are not submitted in writing or that are not submitted by this deadline above may not receive a response. Questions/answers discussed at the site visit will not be binding on the resultant contract unless submitted in writing and incorporated into the solicitation by amendment. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
