The Scope of Work includes the procurement and installation of a new LED double-sided display sign to be installed on top of the existing monument sign at the Government Center. Message board should come with a message/graphic controller and software. Training of City staff to operate a message board and new software should be included in the cost of the project. The message board should have a communication system via wireless or other suitable means. Contractor is required to submit plans for City approval for the mounting and electrical wiring of the new sign to the existing monument structure. Each Bid must be accompanied by a cashier's check or certified check, or a Bid Bond executed by the bidder and an approved Surety Company, and payable to the City, in an amount not less than ten percent (10%) of the total sum of the bid. The City reserves the right to reject any and all bids, to waive all informalities in Bids or waive any irregularities in the best interest of the City. No Bid may be withdrawn for a period of sixty (60) days, subsequent to the specified time for receipt of Bids. No low bidder shall have a business expectancy merely because his bid is the lowest one received; until the contract has been awarded, no business expectancy exists. Bids may be withdrawn solely for demonstrated and verifiable clerical or typographical mistake, but not mistake of judgment. Bids will be considered unresponsive if they contain any material defect or deviation. The City reserves the right and sole discretion to reject any and all bids.
