Type of Award:Lump Sum The San Diego Unified School District (District), is requesting highly qualified development teams (Development Team) to respond to this Request for Proposals (RFP) for a team to design, construct and operate a residential development with commercial spaces, a community use component, and construct permanent improvements for the Districts TRACE program on the Central Elementary School site, located at 4063 and 4135 Polk Ave, San Diego, CA 92105 (Central ES). The District will structure the relationship with the selected Development Team(s) using a Joint Occupancy Agreement as allowed under California Education Code section 17515 et seq. The District is offering the use of the land it owns and in exchange the Development Team would be responsible for the design, construction, operation, maintenance and all associated costs for their development; and the permanent improvement of school grounds for the District-related improvements that will remain on the site (the Project). Community outreach, input and environmental concerns are considered essential components of the Project. The District is interested in pursuing partnerships with the private sector to create mutually beneficial revenue opportunities in a public private-partnership structure that meets California Education Code requirements for joint occupancy projects. The District owns over 200 properties, including active school sites, administrative sites, and other parcels within the City of San Diego. As part of the Districts real estate utilization strategy, the Board of Education is interested in jointly developing the Central Elementary School site using the following guiding principles, identified in 2014 at a special board workshop on real estate: Maintain ownership of district property where appropriate Generate on-going revenue Develop properties as neighborhood centers providing neighborhood services Provide for community engagement and input in the development process Other Details Acknowledgement of Addenda: All posted Addendums must be printed out, signed, and submitted with Proposals as acknowledgement of receipt. No electronic proposals will be accepted. See Section V., Submittal Requirements, of the RFP for specific instructions on how to submit proposals. All proposals submitted must be sealed and clearly labeled with the firm name and number of boxes/packages. Example: Firm ABC, Package 1 of 3. Any questions, interpretations or clarifications, either administrative or technical, about this RFP must be requested in writing by 3:00 p.m. on September 13, 2023. All pertinent questions will be answered in writing and conveyed to all proposers via the Real Estate Department and posted on PlanetBids as an Addendum. Oral statements concerning the meaning or intent of the contents of this RFP by any person is unauthorized and invalid.
