PROJECT NO.: 47CA(169) SPECIFICATION NO.: 1212857 CDOT PROJECT NO.: E-6-147 STATE JOB NO.: C-88-009-21 SECTION NO.: 07-E6147-00-BR The work for which proposals are invited consists of the reconstruction of four structures within Lincoln Park near Montrose Harbor. The purpose of this project is to provide functional, safe, accessible and aesthetically pleasing replacement grade crossings of pedestrian/multi-use paths and roads within Montrose Harbor in Lincoln Park. As defined during the Phase 1 engineering, this is best accomplished by reconstructing the four bridges. The four structures included within this project are: Simonds Drive Viaduct Bridge -Structure Number 016-6212 Wilson Avenue Bridge- Structure Number 016-6213 Montrose Drive Bridge- Structure Number 016-6540 Simonds Drive Underpass Bridge- Structure Number 016-6241 The arched concrete superstructure for each bridge is experiencing significant deterioration. The superstructure will be reconstructed to dimensions that match the existing structure to the most practical extent. The consultant will analyze the arch footings to determine adequacy for supporting of the new, replacement structures. It is anticipated the existing foundations, with some modification and additional piles will be incorporated into the proposed structures. A complete reconstruction of each bridge is not included in the Scope of Work for Phase II since the wingwalls were deemed in good condition in the approved Phase I. Plans will specify the reuse of as much as possible of the existing limestone cladding, rehabilitation of the existing wingwalls and pilaster back-up structures, and minor re-profiling of asphalt roadways. Because these structures are architecturally significant, and because they are among the earliest coordinated landscape improvements undertaken for the 1930s-era northward extension of Lincoln Park, we believe they require architectural restoration consistent with the United States Secretary of the Interior's Standards for Rehabilitation. These Standards preclude wholesale re-creations, even of the finest original-quality materials, in any case where existing architectural fabric can be saved and/or reused. A large majority of the original cut stone is to be salvaged and reused. The dismantling, labeling and temporary storage of the stone components of all non-wingwall elements of the bridges will be required. Individual stones in the bridge wingwalls that are cracked or missing are to be replaced, sound stones will be reused. The bridge construction scheme will incorporate staged construction to maintain two-way traffic over a portion of each structure. Temporary earth retention measures will be provided at the approaches to facilitate the staged construction. The bridge profiles will be adjusted to provide a smoother ride for vehicles. Bridge lighting facilities are to be restored to their original condition or as determined by Chicago Park District Standards. This bridge reconstruction and rehabilitation project involves four bridge structures located in Lincoln Park, on the north side of the City of Chicago. One of the structures (SN 016/6540) is located along Montrose Drive. Two of the structures are along Simonds Drive; one (SN 016/6212) north of Wilson Avenue, and the other (SN 016/6241) south of Wilson Avenue. The fourth structure (SN 016/6213) is located along Wilson Avenue. All these structures are located within an area referred to as Montrose Harbor. Montrose Harbor is on the Lake Michigan lakefront, east of U.S. Route 41 (FAP 341, Lake Shore Drive). Lake Shore Drive borders the western edge of Lincoln Park.
