The project consists of work located both on IRWD property (outside the City of Irvine right-of-way) and work located within the City right-of-way. The proposed improvements include adding a new fourth leg to the existing three-legged Portola Parkway and Sand Canyon Avenue intersection. The fourth leg will provide a new entrance to IRWD's Syphon Reservoir site. The existing median on Portola Parkway will be modified to add a left turn lane for eastbound traffic into the reservoir site. Signing, striping, and traffic signals at this intersection will be modified and two existing streetlights located in the median will be relocated within the modified median. The on-site drainage components will be modified to tie-in to the existing storm drain system in Portola Parkway. The work shall generally include, but not be limited to, existing site feature demolition, earthwork, precise grading, site improvements, asphalt concrete paving, concrete, soil nail walls, signing and striping, traffic signals, drainage, fencing, Best Management Practices (BMP), erosion control, landscaping, irrigation, temporary utilities, and site security. DISTRICT's Representatives will decide any and all questions that may arise as to the interpretation of the Plans and specifications, and will have the authority to disapprove or reject materials and equipment furnished and work performed which, in their opinion, is not in accordance with the Contract Documents CONTRACTOR shall procure all permits and licenses, pay all charges and fees, and give all notices necessary and incidental to the due and lawful prosecution of the Work, except as provided in the Special Provisions Under the provisions of the California Labor Code, the Director of the Department of Industrial Relations has determined the prevailing rate of wages for the locality in which the Work is to be performed and DISTRICT has adopted said prevailing rate of wages DISTRICT, however, reserves the right to reject any and all bids and to waive any informality in bids received.DISTRICT reserves the right to withhold payments to CONTRACTOR in the event of material noncompliance with insurance requirements.
