The project consists of the replacement of the existing at-grade Wiley Oakley Drive Crossover Bridge with a new flyover bridge, constructing on and off ramps, and improving the acceleration and deceleration lanes along the Gatlinburg Spur Road in GRSM. The project consists of the replacement of the existing at-grade Wiley Oakley Drive Crossover Bridge with a new flyover bridge, constructing on and off ramps, and improving the acceleration and deceleration lanes along the Gatlinburg Spur Road in GRSM. The Gatlinburg Spur Road is a 4.2 mile, four-lane divided, urban parkway serving an average annual daily traffic of 49,000 vehicles per day connecting Pigeon Forge and Gatlinburg in Sevier County, Tennessee. The West Prong Little Pigeon River (West Prong) flows between the northbound and southbound lanes, with bridges connecting intersections on either side at three locations along the route. The new flyover bridge will be approximately 410 feet long with an approximately 155 foot center span and either a 37 foot 1 inch or 38 foot 6 inch wide superstructure depending on the railing design. The bridge will consist of three spans, carrying Wiley Oakley Drive over the Gatlinburg Spur Road and the West Prong Little Pigeon River. The new structure will likely be a curved, cast-in-place, concrete post-tensioned box girder, with a large skew. The project will be split into three work schedules/contract options. The design and construction cost for all the work schedules is estimated to be between $25,000,000 to $35,000,000. The Eastern Federal Lands Highway Division (EFLHD), of the Federal Highway Administration (FHWA), in cooperation with the National Park Service (NPS) is conducting a "two steps" Design-Build (D-B) selection process.
