The Project includes the reconstruction of approximately two miles of Bear Valley Road, a super arterial located between US 395 and Amethyst Road in the City of Victorville. The principal scope of work will include full depth reconstruction of existing road pavement incorporating new asphalt concrete pavement, new crushed aggregate base, recycled milled asphalt base and earthwork. The work will further include placement of pavement markings, demolition and or placement of portland cement concrete curb & cutter, cross gutters & spandrels, sidewalks, drive approaches and ADA accessible curb ramps. Support Work will include temporary traffic control and storm water pollution prevention through the use of Best Management Practices and weekly inspections. Included in this bid are two small projects incorporating similar work, but further includes electrical, irrigation, landscaping and masonry wall construction. Restrictions will be in place for use of equipment and operation for work performed adjacent to or under: Kinder Morgan fuel pipelines, Southern California Edison high voltage power transmission lines and Los Angeles Department of Water and Power high voltage power transmission lines. Each Bid Proposal shall be accompanied by: (a) cash; (b) a certified or cashier's check; or (c) a bidder's bond made payable to City of Victorville in an amount equal to ten percent (10%) of the Total Base Bid as bid security. Said Bid Guaranty shall be enclosed in the same envelope as the Bid Proposal and no bid shall be considered unless such Bid Guaranty is enclosed therewith. The successful Bidder will be also required to furnish performance and payment bonds, each in an amount equal to one hundred percent (100%) of the Total Base Bid. Bidders must be licensed in accordance with the "Contractor's License Law," Chapter 9 of Division 3 of the California Business and Professions Code. At the time of submitting the bid, Bidders must possess a valid Class A California Contractor's License The Design Engineer has calculated an estimate of probable construction costs for this project. The City does not wish to publicize the engineer's estimate of the project cost since this information may tend to influence the number and nature of bids received. However, for the bidder's convenience, the City will publicize that the engineer's estimate for the base bid falls within a range of $7,750,000.00 TO $8,500,000.00 All questions, other than those asked at the pre-bid meeting and not specifically addressed within the Contract Documents, must be submitted in writing to cmcalderon@victorvilleca.gov.
