Request for Qualifications Construction Management at Risk Services Hynes Air Handling Units and Switchgears Upgrades The Massachusetts Convention Center Authority (hereinafter the Authority) is soliciting Construction Management at Risk Services for the Hynes Convention Center Air Handling Units and Switchgears Upgrades (the Project), a phased approach to replace internal parts of the air handling units and current control system, as well as re- placing the switchboard. This Request for Qualifications (RFQ) is the first phase of a two-phase procurement process as set forth in M.G.L. c.149A. The Authority is prequalifying firms interested in providing public CM at Risk services for the project through this RFQ process. Only those respondents deemed qualified will be invited to submit a proposal in response to a detailed Request for Proposals (RFP) which will be issued in the second phase of the procurement process. Firms interested in being prequalified must demonstrate hat they have prior experience as a CM on at least three CM at Risk projects and have completed at least one project of a similar cost, complexity, type, and size as this project identified above. The prior CM at Risk projects must have been completed within the last ten (10) years. Massachusetts Convention Center Authority. MCCA has conducted an assessment of theexistingAHUs, current control systems, and existing Electrical Switchboard infrastructure, andhasdetermined that the best approach to conducting the upgrades is throughaphasedapproach.The proposed 9-phased approach will be to replace internal parts of the AHUs andthecurrentcontrol systems, as well as completely replace the switchboards, starting inJune2024throughMarch 2029. Due to current event obligations, the Authority has identifiedavailableperiodswith no events and full building available for construction, which will be phased. TheMCCAwill use the CM at Risk, M.G.L. c. 149A for this procurement. The facilityhas atotal of27AirHandler Units (AHUs) serving all major spaces in the building whichare reachingtheendoftheir useful life. In addition, the facility has two transformer vaults, servingatotalof11switchboards which are ~35 years old with replacement parts no longer manufactured.Theestimated cost is $35,000,000.
