This project consists of replacing concrete sidewalks, curbs, and gutters along East Beaver Ave. as well as replacing concrete dumpster pad adjacent to Alpha Fire Company Hall. Each bid is to be accompanied by a non-collusion affidavit and a certified check or bid bond in the amount of ten percent (10%) of the amount bid and made payable to the Borough of State College. All bids will be presented to State College Borough Council at a public meeting. Borough Council may then accept or reject any or all bids or hold all bids for a period of 45 days from the date of Bid Opening before making a decision. Bids shall remain irrevocable for 45 days after the actual date of the opening thereof unless award is delayed due to the required approval of another government agency, the sale of bonds, or the award of a grant or grants; in which case, bids shall be irrevocable for one hundred twenty days in compliance with Act 317 of 1978 approved Nov. 26, 1978. To provide all labor, supervision, equipment, services and expertise required to perform tree removal work in the Borough of State College as specified herein. Since this work is of a potentially dangerous nature, and requires special expertise, it is to be performed by a contractor which derives a majority of its annual income from arboricultural work and whose employees are highly trained and skilled in all phases of tree service work including work around utility lines. Contractors must have a certified arborist on staff. The Borough may require proof of Contractor's involvement in tree service work. All bidders must have in their possession or available to them by formal agreement at the time of bidding: trucks, devices, chippers, hand tools, aerial and other equipment and supplies which are necessary to perform the work as outlined in these specifications. Trees identified for removal shall be removed to a height of 12 feet, or the height of the top of the remaining understory trees to limit damage to the understory. It is recommended that a crane be utilized to accomplish this work.
