Work consists of approximately 192,896 cubic yards of common excavation, topsoil stripping 72 acres, 300 feet of 48" CMP, 264 feet of 84" CMP, 200 feet of 95"x67" arch CMP, 120 feet of 96" CMP, 180' of 84" Dia. RCP, 250 cubic yards of riprap with fabric, seeding and mulching of approximately 70 acres, 6,000 square yards of Type-III erosion control blanket, and other incidentals. Each bid is to be submitted on the basis of cash payment and to be enclosed in a sealed envelope addressed to the Pembina County Water Resource District. Each bid shall be accompanied by a Original Bidder's Bond in the sum equal to five (5) percent of the full amount of the bid, executed by the bidder as principal and by a surety company authorized to do business in this State, conditioned that if the principal bid is accepted and the Contract awarded to him, he/she within ten (10) days after notice of award, will execute and effect a contract in accordance with the terms of his bid and also a contractor's bond as required by law and the regulations of the Pembina County Water Resource District. The original bidder's bond shall be enclosed in a separate sealed envelope together with a copy of the license, or certificate of renewal thereof, issued by the Secretary of State to the bidder. The envelope containing the bid shall be designated "Bid for Drain 34" upon the outside thereof. The original bidders bond and a copy of the contractor's license shall be in a separate envelope attached to the envelope containing the actual bid. The envelope containing the original bidders bond and contractor's license shall identify the name of the contractor on the outside along with "Bid Bond". All Contractors bidding must be holders of a license in the class within which the value of the project as herein estimated shall fall. A bidding contractor must be holder of a license qualified for the project for a period of a least ten (10) days prior to the date set for receiving bids, and be eligible to enter into a contract with a governmental agency. No bid will be read or considered which does not fully comply with the above provisions as to bonds and licenses, and any deficient bid submitted will be resealed and returned to the bidder immediately. If an original "Bidder's Bond" and a copy of the "Contractor's License" is not enclosed in the separate envelope accompanying the Contractor's Bid, the Contractor's Bid will be returned to the contractor unopened. It is necessary to open the attached envelope to determine sufficiency. The successful bidder will be allowed until November 1, 2024 to complete the project. The District reserves the right to hold any or all bids, pending determination of acceptance, for a period not to exceed fourteen (14) days from the date of the opening. The District reserves the right to accept or reject any or all bids without reason.
