Work includes but is not limited to, cleaning, televising and manhole to manhole curedin-place pipe lining with lateral reinstatements for 12 inch (about 170 linear feet), 10 inch (about 475 linear feet) and 8 inch (about 5,640 linear feet) diameter sanitary sewer pipes at various locations around the Township. Work may also include hat and spot liners, chemical grout joint and repair, and protruding lateral cutting if and where directed. Electronic copies of the bid documents are available, at no charge, by email by contacting the Purchasing Department at PurchasingHT@hamiltonnj.com, but they will not include the video inspection files due to the large file sizes. If Bidder wishes to have the USB Flash Drive mailed, Bidder must provide a UPS or FedEx Express Tag using their company account number. Express Tags must be sent via email to PurchasingHT@hamiltonnj.com. Checks must be made payable to the Township of Hamilton. Bids shall be submitted on the form(s) provided and shall be in accordance with the specifications contained in the Instructions to Bidders and other bidding documents. Bidders are required to comply with the requirements of the Local Public Contracts Law, the Prevailing Wage Act, N.J.S.A. 34:11-56.25 et seq,, the requirements of P. L. 1975, c.127, and N.J.S.A 10:5-31 et seq. and N.JA.C. 17:27-1.1 et seq., Affirmative Action, and all requirements as set forth in the Instructions to Bidders. Bids must be made on standard proposal forms, in the manner designated and must be received in sealed opaque envelopes, bearing the name and address of the bidder and the name of the project on the outside, addressed to the Purchasing Agent, Township of Hamilton and must be accompanied by a Non-Collusion Affidavit, as per N.J.S.A. 52:34-15 and a bid bond or certified check for not less than ten percent (10%) of the amount of the bid, providing that said check or bid bond need not be more than $20,000.00 nor shall not be less than $500.00, as per N.J.S.A. 40A:11-21, and be delivered at the place and on or before the hour named above. The Township may reject any or all bids, as per N.J.S.A. 40A:11-13.2. A bidder may request that it bid be withdrawn due to a "mistake" on the part of the bidder, as defined in N.J.S.A. 40A11-23.3. Otherwise, no bids may be withdrawn for a period of sixty (60) days after the date and time set for the opening of the bids. Also, under N.J.S.A. 34:11-56.48 at seq. and N.J.S.A. 34:11-56.55, the Contractor and all subcontractors must be registered pursuant to the Public Works Registration Act. It is recommended that a copy of the Contractor's and Subcontractor's current Certificate of Registration is submitted with the bid proposal as well as the Business Registration Certificate issued by the State of New Jersey. If copies are not provided with the bid submittal the copies must be provided prior to contract award.
