Performance and Payment bonds shall be set forth in the Contract Documents. The Owner reserves the right to reject any or all bids and to waive any informalities in the bidding. In case of ambiguity or lack of clearness, the Owner reserves the right to adopt such interpretations as may be most advantageous or to reject the bid as informal. No bid may be withdrawn until the expiration of 60 days from the bid opening date. A cashiers check, certified check or acceptable bidders bond, payable to the City of Fritch in an amount equal to not less than five percent of the bid submitted, must accompany each bid as guarantee that, if awarded the contract, the Bidder will, within fifteen days after receipt of Contract Documents, enter into a contract with the City of Fritch and will execute bonds on the forms provided in the Contract Documents. Any bid received after the time and date listed above will be returned unopened and will not be considered. SCOPE A. This Section describes the project in general and provides an overview of the extent of the work to be performed. Detailed requirements and extent of work are stated in the applicable Specification sections and/or shown on the Drawings. The Contractor shall, except as otherwise specifically stated herein or in any applicable parts of these Contract Documents, provide and pay for all labor, materials, equipment, tools, construction equipment, and other facilities and services necessary for proper execution, testing, and completion of the work. B. Any part or item of the work which is reasonably implied or normally required to make each installation satisfactorily and completely operable shall be performed by the Contractor and the expense thereof included in the applicable lump sum price bid for this project. All miscellaneous appurtenances and other items of work that are incidental to meeting the intent of the plans and these Specifications, are considered to be included in the applicable unit price bid and/or lump sum price bid for this project, even though these appurtenances and items may not be specifically called for in the Specifications or shown on the Drawings. 1.02 DESCRIPTION OF PROJECT A. The project consists of the rehabilitation to the 18,000 gallon hydropneumatic tank. The tank located at 286 Chisolm Trail, Fritch, TX 79036. The Contractor shall provide all labor, equipment, materials, professional services, and incidentals required to make complete the project as indicated in the plans and specifications, and prepare and paint the entire interior and, the exterior of the tank. Remove and properly store and replace all items indicated. Remove and dispose of all items indicated. B. A general summary of the project work to be performed by the Contractor is as follows: 1. The Contractor shall provide all labor, equipment, materials professional services, and incidentals required to remove and properly dispose of all materials including but not limited to lead based material if applicable, waste abrasive silica sand, paint chips, and any other hazardous and/or nonhazardous wastes generated by this operation. 2. The Contractor shall provide all labor, equipment, materials professional services, and incidentals required to design, fabricate, furnish, and erect all structural and miscellaneous metal work indicated. This includes having all shop drawings designed, sealed and signed by a Professional Engineer currently registered in the state of Texas. 3. The Contractor shall provide all labor and material to erect full containment in accordance with the TCEQ requirements or other methods approved by the TCEQ. Contractor shall provide the necessary facilities to collect and to remove all dust generated by abrasive blasting from tanks interior and exterior. All materials shall be properly disposed of in accordance with the regulatory agencies. 4. The Contractor shall provide all labor, equipment, materials professional services, and incidentals required to prepare and paint the entire interior and, exterior of the tank except where noted otherwise. Bidders are expected to inspect the site of the work and inform themselves regarding all local conditions
