The Project consists of various sewer rehabilitation projects throughout the OWASA service area. The project area is located throughout the Towns of Chapel Hill and Carrboro. The Project includes, but is not limited to, furnishing of labor materials, and equipment for the construction of the following: 8-in diameter gravity sewer to be rehabilitated using cured-in-place lining; rehabilitation of existing manholes using calcium aluminate cementitious lining systems, other manhole rehabilitation work including, but not limited to sand blasting, patching voids and all frame connections with non-shrink grout flexible chimney seals; traffic control; and bypass pumping and all associated appurtenances as described in the Specifications and as shown on the Drawings. Bids will be received for a Unit Price General Construction Contract. The Contractor and all Subcontractors shall have valid North Carolina General Contractor's Licenses for the type and value of the work to be performed. Each Bidder shall be licensed under Chapter 87 of the North Carolina General Statutes. Bidders are notified that "An Act to Regulate the Practice of General Contracting," was ratified by the General Assembly of North Carolina on March 10, 1925, and that this Act and subsequent Amendments, will be observed in receiving and awarding Contracts. Each bidder is required to submit a Non-Collusion Affidavit pursuant to Section 133-30 of the General Statutes of North Carolina. Orange Water and Sewer Authority has adopted a minimum ten (10%) percent goal for participation by minority businesses in the total value of the work for this project in accordance with Section 143-128.2 of the General Statutes of North Carolina. OWASA requires the Project to be at Substantial Completion within sixty (60) consecutive calendar days from date of Notice to Proceed and at Final Completion Ninety (90) consecutive calendar days from date of Notice to Proceed. The Notice to Proceed shall be issued within forty-five (45) consecutive calendar days from the date of Notice of Award. Failure to complete this step may render your Bid as nonresponsive. OWASA reserves the right to accept or reject any or all Bids, to waive any and all informalities, and to disregard all nonconforming or conditional Bids or counter Bids, and to accept the Bid that will be in the best interest of OWASA.
