Johnsonburg West End Storm Sewer Project - Phase 2- Julia Street. Bid security must accompany bid and shall be made payable to the Elk County Board of Commissioners in an amount of 10% of the bid price and in the form of a certified bank check or a bid bond issued by an acceptable surety and executed by the bidder. The successful bidder will be required to furnish and pay for satisfactory performance and payment bonds, each in an amount of 100% of the contract price. Bidders must submit with their bids the non-collusion affidavit contained in the contract documents. Prevailing wages established under the Davis-Bacon Act will apply to this contract. The contract documents contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices, goals for minority and female participation, MBE and WBE participation, participation by Section 3 residents and businesses, and related matters. The Elk County Commissioners and Borough of Johnsonburg reserve the right to reject any and all bids and to waive any and all informalities. Bids may be held by the Elk County Commissioners for a period not to exceed 60 days from the date of opening bids for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding the contract. This project is financed (in part) by a grant from the federal U.S Department of Housing and Urban Development, under the administration of the Commonwealth of Pennsylvania, Department of Community & Economic Development (DCED). The goals for this project are MBE 5% and WBE 3% Project must be completed within 120 days
