Project Description: This project is funded through the Emergency Watershed Protection Program (EWPP) of the USDA - Natural Resources Conservation Service (NRCS). Catastrophic wildfires that occurred in April-July 2022 caused damage to private property and infrastructure in San Miguel and Mora Counties, New Mexico. The wildfire resulted in impairment of the watersheds, posing a threat to life and property. This project addresses the protection and stabilization of critical infrastructure on private lands. Work in this contract will consist mainly of installation of flood barrier bags, earth diversions, woody debris removal, sediment debris removal, and excavation of pit ponds. The majority of installations will be constructed as per the attached site sketches, standard drawings and specifications; however, unique conditions may exist which will necessitate site specific details or modifications to the standard installation. If flood protection measures other than what is stated or listed on the bid schedule are proposed by the NRCS, site specific specifications and designs will be provided to the contractor, along with a request for a cost proposal to complete the site-specific work. Negotiations for price and performance time will take place to reach a mutual agreement on cost for the work, at which time a contract modification will be issue for construction of the site-specific design. If negotiations fail to result in a cost agreement, the additional work will not be included in this contract. Potential work items associated with a site-specific design may include one or more of the following materials: concrete, reinforcing steel, pipe conduits of various materials (concrete, corrugated metal, steel, plastic), rock riprap, drain fill, gabions, water control gates, metal fabrication, timber structures, geotextile fabric, geomembranes, geosynthetics, steel piles, or wood piles. The locations of these work items are spread widely across Mora and San Miguel counties. The work area within the two counties has been further divided into RFQ areas as a means of grouping work locations that are in close proximity to one another.
