The Architect-Engineer (A-E) will provide design, economic analysis, engineering, field reconnaissance, research, studies, site investigations, and meetings with the users (to include travel and work required to physically obtain data) to produce a complete Charrette Report and all corresponding documents to enhance the existing Commercial ECP at GFAFB. The Charrette Report will meet all Air Force Civil Engineer Center (AFCEC) requirements and all requirements detailed within this Statement of Work (SOW). The Base Civil Engineer (BCE) Project Manager (PM), or their representative, will assist in scheduling design meetings. This is a Request for Qualifications from interested architecture and engineering firms in accordance with 40 U.S.C. Chapter 11, Selection of Architects and Engineers, as implemented by Federal Acquisition Regulation (FAR) Subpart 36.6, Architect-Engineer Services, Defense Federal Acquisition Regulation Supplement (DFARS) Subpart 236.6, Architect-Engineer Services and Air Force Federal Acquisition Regulation Supplement (AFFARS) 5336.6 Architect-Engineer Services. Details regarding this project are laid out in the attached Statement of Work (SOW), along with its other attachments. Submit qualifications on Standard Form (SF) 330, Parts I and II - Architect- Engineer Qualification by email to SSgt Hutton Cobb at hutton.cobb@us.af.mil and Jen Joe Canezal at jen_joe.canezal@us.af.mil by 04 August 2023, 4:00PM CDT. An SF 330 is required for Prime firm and information for each consulting or joint firm should be listed within the Prime firm's SF 330. Late submissions will not be considered. Do not incorporate information by reference into the SF 330. Do not include any pricing information with your submission. Nonresponsive submissions will not be considered by the A-E selection board. Each applicant is limited to 45 pages, inclusive of photos and drawings, but not including index page/tabs. SF-330 Part I & II is available on the GSAwebsite https://www.gsa.gov/forms-library/architectengineerqualifications. All firms interested in responding to this announcement should register with the System for Award Management (SAM) at http://www.sam.gov. Failure to register will render a qualified firm ineligible to receive a contract. Questions are due by email to the same email addresses above not later than 21 July 2023, 4:00 PM CDT. The North American Industry Classification System (NAICS) code 541310, Architectural Services, and associated size standard of $12.5 million apply to this announcement.This immediate acquisition is set aside for participation by small business concerns (total small business set-aside); there is no incumbent small business contractor. Anticipated award date and period of performance: August/September 2023 to October/November 2023. In accordance with FAR 36.602-5, discussions may be held with the 3 top rated candidates, and a Request for Proposal sent to one. The method of Contractor Selection has not been Determined at this time.
