All potential bidders must be certified by DOA prior to submitting bids on state construction 18 projects over $50,000. All bids received from contractors who are not certified will be rejected. Contractor certification applications and instructions for completing the form may be obtained from the DOA Website DFD Contractor Certification page Only bidders who have been certified by DOA as a qualified and responsible bidder in the Plumbing division of work may bid on this project. This project is being let using a new single trade bidding and contracting process. When 85% or more of the construction cost of a project could be completed by a Single Trade Contractor (mechanical, electrical, plumbing, or fire protection), the Department may bid and contract all work of that construction project directly to a Single Trade Contractor. The State will enter into a single contract with the lowest, qualified, responsible, certified single trade MEP contractor. Single trade MEP contractors may bid on single trade projects up to their current division of work certification level for that trade. All Work for this project will be awarded to a single trade Plumbing contractor. Bidders shall submit a Single Base Bid for all Work. Sealed bids will be received as follows, before the time indicated above: PDF scanned file of all required bid documents, including bid and bid bond forms with original wet signatures or properly transmitted electronic signatures (only PDF files will be accepted) emailed to doadfdmbidsubmission@wisconsin.gov (this is the preferred method); The bidder is responsible for the sealed bid being delivered to the indicated location or email before the time specified for the bid submission. Third party delivery is entirely at the bidder's risk. In general the work consists of the removal and replacement of the existing storm drainage system at the Monona Terrace Parking Ramp (MTR). Scope is limited to the parking ramp drains, pedestrian deck drains, planter drainage, and associated drainage piping on the two parking levels and upper pedestrian level. Each of the two parking ramp levels have approximately 160,000 SF and the upper pedestrian level has approximately 9,000 for a total area of 329,000 SF. The project provides for the removal and replacement of 11 existing round deck drains and 58 catch basin drains; the removal of 7 round deck drains and 13 catch basins that are poorly located; concrete cutting for 4 new catch basins in location where water runs against the buildings; the replacement of all existing corroded storm drainage piping with approximately 2,000 LF of PVC drainage piping (including hangers); demolition; concrete infill for 19 abandoned drains; traffic coating patching in 83 locations and plaster patching where required. Additionally, the existing underground storm drainage from John Nolen Drive to Lake Monona must be scoped and cleaned prior to completion of the project. Bidder shall identify the division of work they are bidding on when requesting Bidding Documents online. No deposit is required to obtain documents for bidding purposes. Base Bids will be received as follows: A single lump sum bid for All Work Contract offer, and construction phase records will be processed electronically on the WisBuild(TM) DFD Information System. The 2017-2019 Wisconsin State Budget (2017 Wisconsin Act 59) repealed Wisconsin's prevailing wage laws. Effective September 23, 2017, state prevailing wage requirements on state building projects no longer apply. These changes take effect for projects advertised for bid after September 23, 2017. This change does not affect the Federal Davis Bacon Act requirements. Please note that all questions should be asked no later than noon on July 13, 2023 for any incorporation into an addendum for the project bid documents.
