Project consists of the replacement of existing water source heat pumps and the addition of 2 new makeup air units at New Kent Middle School. Bids will be received for the following Work: 1. General Contract (all trades). a. General Building Construction. b. Mechanical Construction. c. Electrical Construction. Bid security shall be submitted with each bid in the amount of 5 percent of the bid amount. No bids may be withdrawn for a period of 60 days after opening of bids. Owner reserves the right to reject any and all bids and to waive informalities and irregularities. Bid Bond or Checks of successful bidder will be returned upon acceptance of the 100% performance bond and separate 100% payment bond. Checks of other bidders, not previously forfeited, will be returned as soon as it is determined that the bids represented by the checks will receive no further consideration by the Owner. Performance and Payment Bonds AIA Document A312 can be found in the Project Forms section. If any person contemplating submitting a bid for the proposed Contract is in doubt as to the true meaning of any part of the drawings, specifications or other proposed contract documents, he may submit to Brian Gemmell, Thompson Consulting Engineers (bgemmell@mjtengineers.com) using the Pre-Bid Question form in the Project Forms section. This written request shall be submitted no later than four (4) days prior to the date of the bid opening, for an interpretation thereof. The person submitting the request will be responsible for its prompt delivery. Any interpretation of the proposed documents will be made only by addendum. Neither the Owner, nor the Engineer will be responsible for any other explanations or interpretations of the proposed documents. All questions shall be forwarded no later than 12:00 p.m., July 6, 2023. There will be no bid date extensions. Only complete sets will be issued. Bid documents may also be ordered in hardcopy form from a Printing Contractor at the Bidders choosing and at the Bidders cost. Any addenda issued may also be obtained procedure. Work at the site shall commence within ten (10) working days following the execution of the Contract or Notice-To-Proceed. The Owner anticipates Award of this Contract or the issuance of the Notice-To-Proceed at the earliest possible date for mobilization and material submittals however Work in the building may not commence until July 17, 2023 unless the Owner grants prior approval. The Work shall be Substantially Complete by November 15, 2024. All Work shall be 100% satisfactorily completed, Final Completion, by December 15, 2024
