The Long Beach Utilities Department (LBUD) intends to engage the services of a professional engineering consulting firm (Consultant) to provide design services for the Water Main Improvement (WMI) Project POF-01 in the Linden Ave/E 5th St vicinity in the City of Long Beach, California (Project). The Project is bordered by Elm Ave to the West, Atlantic Ave to the East, E 3rd St to the South and E 6th St to the North in the City of Long Beach and consists of replacing approximately 2,700 linear feet (LF) of various main sizes from the alleys into the main streets and the accompanying services (approximately 40 alley services will have to be relocated). Consulting services shall include: review of any existing plans, records and studies; making recommendations on layouts, pipeline alignments, materials, and equipment; preparation of water main replacement design plans; coordination with affected utility agencies and property owners, assistance with permitting, submitting a complete construction package, including drawings (plan and profile) and specifications; cost estimates; and providing construction bid support and evaluation services. LBUD expects the engineering designs for this Project be done on a prompt basis. The Consultant shall anticipate eighteen (18) months to complete the Project following the Notice to Proceed. In September 2020, the Water Distribution System Master Plan was completed to provide a comprehensive planning guide for improving and maintaining LBUD's domestic water system. The Master Plan included a Capital Improvement Program section that broke down recommended projects into three categories: 1. Pipelines with hydraulic deficiencies identified in the hydraulic model 2. Small diameter pipelines identified with a high probability of failure from risk analysis 3. Large diameter pipelines identified for condition assessment inspection from risk analysis Project POF-01 was identified in the second category (small diameter pipeline improvement projects) and has a high consequence of failure (CoF) value of 118,815. A copy of this Master Plan can be provided to the consultant selected to complete this work.
