Bidders shall submit questions about Bidding Documents to Designer in writing. Replies will be issued to Bidders of Record by Addenda and will become part of Contract Documents. Designer and Owner will not make oral clarifications. 3.2 Questions must be received by Designer at least four calendar days before bid opening date. 3.3 In compliance with Tennessee Code Annotated 12-4- 113, no Addenda will be issued less than 48 hours of the bid opening, excluding weekends and legal holidays. The exception would be Addenda to extend the bid deadline. 3.4 Normal practice is that no Addenda affecting pricing will be issued less than three business days before bid opening date. The purpose of this solicitation is to obtain proposals for Jefferson County Open Space (JCOS) to find and contract a Trail-Building Contractor to complete the design, permit, and construct trail improvements at Mount Zion (Project). Mount Zion (Project) is located north of JCOS's Windy Saddle Trailhead, in Jefferson County, Colorado. The primary objective of this Project is to construct a formal trail in place of the current Undesignated Trail with innovative materials and techniques that can accommodate a high visitor volume and require relatively low maintenance. Suppliers are responsible for the review and understanding of the specifications outlined within this solicitation. SCOPE OF SERVICES The Project scope includes design development, full construction documents needed for permitting and construction, permitting at all necessary regulatory levels, and construction of the Project. General Scope Requirements include furnishing all drawings in AutoCAD (dwg) format as well as PDF. CDOT 2023 specifications are applicable to this project. The Contractor's responsibilities and services include but are not limited to the following: TASK 1: GENERAL SCOPE REQUIREMENTS 1. Preparation and distribution of meeting agendas and minutes 2. Development of a project schedule that identifies major milestones and critical path items --The schedule shall be monitored and updated regularly and all variances to the schedule shall be communicated with JCOS 3. Facilitate and obtain all required permits with support from JCOS 4. Facilitate regular constructability review meetings during design development 5. Establish cost control measures to ensure the Project stays within budget TASK 2: FINALIZE DESIGN 1. Finalize design of custom concrete steps --Evaluate the proposed strategy and offer improvements/alternatives --Explore variations of size and unit strategy re: construction, connection, transport, etc. 2. Participate in Project design review sessions with JCOS 3. Finalize concrete molds, working with Signature Stone (Manufacturer) and JCOS --The molds should be crafted to fit in aesthetically, as best as possible, with the local environment 4. Finalize concrete colors, working with Manufacturer and JCOS 5. Detail a drainage strategy to prevent erosion of the trail and/or undermining of the steps 6. Test soils (to determine necessary amendments for reseeding in Task 5) 7. Cost estimates as necessary 8. Completion of Construction Documents o Shop drawings for concrete steps o Trail Plan including number of steps and locations o Traffic Control Plan if necessary o Visitor Management and Safety Plan TASK 3: SURVEY AND MOBILIZATION 1. Construction-level survey and topographic mapping 2. Mobilize all equipment and materials on site --Means, methods, and necessary permits to be determined by and the responsibility of the contractor 3. Implement Traffic Control Plan and Visitor Management and Safety Plan 4. Implement stormwater controls as necessary TASK 4: INSTALL 1. Construct the Project 2. Maintain Traffic Control Plan and Visitor Management and Safety Plan 3. Facilitate recurring progress meetings with JCOS 4. Look for opportunities to innovate and improve efficiency wherever possible to maximize the Project budget and schedule Question Deadline 06/29/2023 at 5:00 PM MT
