The Federal Bureau of Prisons (FBOP) herein issuance solicitation 15BFA023B00000031 for the award of a firm-fixed-price construction contract for a project entitled Replace Fire Alarm at the Federal Correctional Institution (FCI Loretto), located in Loretto, PA. Federal Correctional Institution (FCI) Loretto is a federal owned facility located at 772 Saint Joseph Street, Loretto PA, 15940. The project consists of the following: The contractor shall provide all labor, materials, equipment for the Replace Fire Alarm at FCI Loretto. The contractor shall be responsible for removing and replacing approximately eighteen (18) existing fire alarm panels, one hundred fifty (150) manual pull stations, eight hundred seventy-five (875) smoke detectors, twenty-five (25) duct smoke detectors, two hundred thirty (230) heat detectors, one hundred eight (108) remote test switch/indicator for duct detectors, one hundred (100) horn/strobes, thirty (30) waterflow switches, thirty (30) tamper switches, two hundred ten (210) monitoring modules, twenty-five (25) control modules. All newly installed fire alarm panels and related components and systems, upon completion of installation, shall be tested by the contractor to demonstrate system functionality. Pursuant to Federal Acquisition Regulation (FAR) 36.204, the estimated magnitude of the project lies between $1,000,000 and $5,000,000. (NOTE: This range is one of 8 available ranges from FAR 36.204 and is not meant to imply that the project has necessarily been estimated/budgeted to the maximum of the selected range. It merely conveys that the estimate/budget lies somewhere within that range). The North American Industrial Classification System (NAICS) code applicable to this requirement is 238210 with a corresponding small business size standard of $19 Million. The solicitation is set aside exclusively for small business contractors. The solicitation will be distributed solely through the website at https://SAM.gov. Hard copies of the solicitation will not be made available. The website provides download instructions. All information about this solicitation, including any amendments, will also be distributed solely through the website. Interested parties are responsible for continuously monitoring this website to ensure that they have the most recent information about this proposed contract action. In order to provide sufficient response time prior to the bid due date, the Government is establishing that questions about the solicitation be submitted no later than Friday, August 11, 2023 at 12:00 p.m. CST. Answers will be posted via amendment on https://sam.gov along with Site Visit meeting minutes. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. All equipment specified in this statement must be brand name or an equal product. Should your firm choose to submit an equal product, you must submit all technical specification of the equal product to be analyzed and a technical determination issued with acceptance/nonacceptance. The government retains the right to determine technical acceptance for all submitted equal products. For security and safety purposes, at no time shall more than one fire alarm system be nonoperational at a time without the authorization of the Contracting Officer's Representative (COR).
